Hamilton Port Authority — Supplementary letters patent
BY THE MINISTER OF TRANSPORT
WHEREAS letters patent were issued by the Minister of Transport (“Minister”) for the Hamilton Port Authority (“Authority”), under the authority of the Canada Marine Act (“Act”), effective May 1, 2001;
WHEREAS Schedule C of the letters patent of the Authority sets out the real property, other than federal real property, held or occupied by the Authority;
WHEREAS, pursuant to subsection 46(2.1) of the Act, the Authority wishes to acquire the real property known and described as being PIN 17251-0032 (LT) (“Real Property”) from CBS Canada Co.;
WHEREAS the board of directors of the Authority has requested that the Minister issue supplementary letters patent to set out the Real Property in Schedule C of the letters patent;
AND WHEREAS the Minister is satisfied that the amendment to the letters patent is consistent with the Act;
NOW THEREFORE, pursuant to subsection 9(1) of the Act, the letters patent are amended as follows:
- 1. Schedule C of the letters patent is amended by adding the following after the description of real property which begins with “Fifteenthly”:
- Sixteenthly: PIN 17251-0032 (LT). Part of Lot 1, Broken Front Concession, Barton; Part of Road allowance between Broken Front Concession & Concession 1, Barton (Closed by By-Law No. 6301, Registered as Instrument No. BL1223); Part of Lot 1, Concession 1, Barton; shown as Part 1 on Plan 62R-19863; City of Hamilton being municipally known as 1590-1632 Burlington Street East, Hamilton, Ontario.
- 2. These supplementary letters patent take effect on the date of registration in the Wentworth Land Title Office of the deed of sale evidencing the transfer of the Real Property from the CBS Canada Co. to the Authority.

Oshawa Port Authority — Supplementary letters patent
BY THE MINISTER OF TRANSPORT
WHEREAS letters patent were issued by the Minister of Transport (“Minister”) for the Oshawa Port Authority (“Authority”), under the authority of the Canada Marine Act (“Act”), effective January 25, 2012;
WHEREAS Schedule B of the letters patent sets out the federal real property managed by the Authority and Schedule C of the letters patent sets out the real property, other than federal real property, held or occupied by the Authority;
WHEREAS under the authority of Order in Council P.C. 2010-815 of July 17, 2010, and as per the provisions of the Settlement Agreement dated July 15, 2010, between Her Majesty in right of Canada, as represented by the Minister, the Oshawa Harbour Commission and The Corporation of the City of Oshawa, the Minister disposed of federal real property, forming part of the federal real property set out in Schedule B of the letters patent, in favour of The Corporation of the City of Oshawa;
WHEREAS the legal descriptions of other real property set out in Schedule B and Schedule C of the letters patent have been updated subsequent to the issuance of the letters patent;
WHEREAS, pursuant to subsection 9(1) of the Act, the Minister wishes to issue, on her own initiative, supplementary letters patent to the Authority to reflect the disposal of federal property and to update the descriptions of other real property set out in Schedule B and Schedule C of the letters patent;
WHEREAS, pursuant to the same section of the Act, notice of the proposed change to the letters patent was given in writing to the board of directors of the Authority and no comments were received within the time limit set out in the notice;
AND WHEREAS the Minister is satisfied that the amendments to the letters patent are consistent with the Act;
NOW THEREFORE, pursuant to subsection 9(1) of the Act, the letters patent are amended as follows:
- 1. Item 11 of Schedule B of the letters patent is replaced by the following:
- 11. All of PIN 16394-0212 (LT)

Saint John Port Authority — Supplementary letters patent
BY THE MINISTER OF TRANSPORT
WHEREAS letters patent were issued by the Minister of Transport (“Minister”) for the Saint John Port Authority (“Authority”) under the authority of the Canada Marine Act (“Act”), effective May 1, 1999;
WHEREAS section 9.2 of the letters patent sets out a restriction on the incurrence of borrowing by the Authority (“borrowing limit”);
WHEREAS the board of directors of the Authority has requested that the Minister issue supplementary letters patent to increase the borrowing limit set out in section 9.2 of the letters patent from $15,000,000 to an amount not exceeding $29,000,000;
WHEREAS, by Order in Council P.C. 2014-634 of May 29, 2014, the Governor in Council, pursuant to subsection 8(5) of the Act, approved proposed supplementary letters patent provisions increasing the aggregate limit on the power of the Authority to borrow money on its credit for port purposes to $28,500,000 (borrowing limit);
AND WHEREAS the Minister is satisfied that the amendment to the letters patent is consistent with the Act;
NOW THEREFORE, under the authority of section 9 of the Act, the letters patent are amended as follows:
- 1. Section 9.2 of the letters patent issued is replaced by the following:
- 9.2 Restriction on Incurrence of Borrowing. The Authority shall not incur any item of Borrowing so that the aggregate Borrowing of the Authority would exceed $28,500,000.

St. John's Port Authority — Supplementary letters patent
BY THE MINISTER OF TRANSPORT
WHEREAS Letters Patent were issued by the Minister of Transport (“Minister”) for the St. John's Port Authority (“Authority”), under the authority of the Canada Marine Act (“Act”), effective May 1, 1999;
WHEREAS Schedule B of the Authority's letters patent sets out the federal real property managed by the Authority;
WHEREAS due to an administrative error, the real property described below was unintentionally omitted from Schedule B of the Authority's letters patent;
WHEREAS, pursuant to subsection 9(1) of the Act, the Minister wishes to issue, on her own initiative, supplementary letters patent to the Authority to correct the description of federal real property, by adding the real property described below to Schedule B of the letters patent of the Authority;
WHEREAS, pursuant to the same section of the Act, notice of the proposed amendment to the letters patent was given in writing to the board of directors of the Authority to which the Authority indicated that it supports the proposed amendment;
AND WHEREAS the Minister is satisfied that the amendments to the Authority's letters patent are consistent with the Act;
NOW THEREFORE, pursuant to subsection 9(1) of the Act, the letters patent are amended as follows:
- 1. Schedule B of the letters patent is amended by adding the following after the description of Plan S-4100-6:

NOTICE OF VACANCY
SCIENCE, TECHNOLOGY AND INNOVATION COUNCIL
Chairperson of the Council (part-time position)
The Science, Technology and Innovation Council (STIC) is an advisory body that provides the Minister of Industry and the Minister of State (Science and Technology) with evidence-based policy advice on science, technology and innovation (STI) policy issues, and produces regular national reports that benchmark Canada's STI performance against international standards of excellence.
STIC is comprised of up to 17 members, plus the Chairperson. The Chairperson is the non-governmental head of STIC and provides leadership and guidance on the Council's ongoing business and work plan and is also the key link between STIC, the Minister of Industry, the Minister of State (Science and Technology), and Industry Canada officials.
The ideal candidate would possess a degree from a recognized university in a relevant field of study. A doctoral degree would be considered an asset. He or she would possess significant experience working in or with Canada's science, technology and innovation community, and significant experience serving on boards, councils or committees, preferably as Chairperson. He or she would also have experience liaising and maintaining productive and effective relationships with senior government officials and a variety of corporate stakeholders across Canada. Experience in research or research management, dealing with private sector investment in innovation and transferring knowledge into the marketplace would be considered an asset. Accomplishments in some or all of business, government, academia and the not-for-profit sector that demonstrate leadership in innovation would also be considered assets.
The ideal candidate would have knowledge of the federal government's priorities, policies and programs, particularly as they relate to improving Canada's STI performance. He or she would have knowledge of the mandate and role of STIC, the roles and responsibilities of the Chairperson and the Council as well as the governance framework within which it operates. The ideal candidate would possess an excellent understanding of Canada's STI system and environment and the various roles played by industry, post-secondary educational institutions, and Government organizations. He or she would also possess an excellent understanding of the innovation challenges facing the country, in both the private and public sectors, and would also have knowledge of the operations of the federal government, including those related to sound corporate governance and management practices and principles, accountability, transparency and decision-making processes.
The ideal candidate would possess the ability to provide the leadership needed to deliver on STIC's mandate. He or she would possess the ability to analyze complex information and conceptualize potential solutions as well as the ability to develop and maintain constructive relationships and facilitate information sharing, meaningful dialogue, and consensus among Council members. The ideal candidate would possess superior communication skills and the ability to act as a spokesperson for the Council in dealing with the Government, stakeholders, and media. He or she would also possess the ability to develop effective working relationships with the Minister, the Minister of State (Science and Technology) and the ministers' offices, the Deputy Minister and other Industry Canada officials, including STIC Secretariat staff.
The ideal candidate would be an innovative and strategic thinker with superior interpersonal skills, high ethical standards and integrity. He or she would also be dynamic and energetic, and must demonstrate sound judgment, tact and discretion.
Proficiency in both official languages would be preferred.
The chosen candidate must be available for approximately 1.5 days per week for Council activities.
