Notice of time extension granted by the Minister of Environment and Climate Change under subsection 56(3) of the Canadian Environmental Protection Act, 1999
Pursuant to subsection 56(4) of the Canadian Environmental Protection Act, 1999, notice is hereby given that the following time extensions were granted under the Notice requiring the preparation and implementation of pollution prevention plans in respect of specified toxic substances released from base metals smelters and refineries and zinc plants, published in the Canada Gazette, Part I, on April 29, 2006.
On December 23, 2015, the Minister of Environment and Climate Change granted to Vale Canada Limited — Copper Cliff Operations from Copper Cliff, Ontario, a time extension of 36 months to implement their Pollution Prevention Plan. The period to implement the plan is therefore extended to December 31, 2018.
On December 23, 2015, the Minister of Environment and Climate Change granted to Vale Canada Limited — Manitoba Operations from Thompson, Manitoba, a time extension of 36 months to implement their Pollution Prevention Plan. The period to implement the plan is therefore extended to December 31, 2018.
On December 23, 2015, the Minister of Environment and Climate Change granted to Glencore Canada Corporation — Sudbury Integrated Nickel Operations, Sudbury Smelter from Sudbury, Ontario, a time extension of 36 months to implement their Pollution Prevention Plan. The period to implement the plan is therefore extended to December 31, 2018.

MIGRATORY BIRDS CONVENTION ACT, 1994
Notice of intent
Notice is hereby given that the Department of the Environment intends to recommend to the Governor in Council that amendments be made to the Migratory Birds Regulations, pursuant to section 12 of the Migratory Birds Convention Act, 1994.
The purpose of these amendments to Schedule I of the Migratory Birds Regulations is to change hunting season dates, set daily bag limits and possession limits, as well as make other related modifications for certain species of migratory game birds for the 2016–17 and 2017–18 hunting seasons. The proposed regulatory amendments are in response to changes in the status of migratory game bird populations and will ensure the sustainable harvest of migratory game bird populations in Canada. These amendments also include administrative changes to the Migratory Birds Regulations.
In 2014, Environment Canada moved to a biennial regulatory amendment cycle for the hunting provisions of the Migratory Birds Regulations. However, Environment Canada continues to evaluate the status of migratory game bird populations on an annual basis to ensure that harvest rates remain sustainable and that urgent regulatory amendments can be made if necessary. The hunting provisions of the Migratory Birds Regulations are reviewed by Environment Canada, with input from the provinces and territories and a range of other interested stakeholders.
Environment Canada produces three reports as part of its consultation process. The first report, issued annually in January and titled Population Status of Migratory Game Birds in Canada, contains population and other biological information on migratory game birds, thus providing the scientific basis for informing management decisions that ensure the long-term sustainability of their population. The second report, issued biennially in January and titled Proposals to Amend the Canadian Migratory Birds Regulations, outlines the proposed changes to the hunting provisions of the Migratory Birds Regulations, as well as proposals to amend the special conservation measures for the management of overabundant species and other proposed amendments to the Regulations. These two reports are distributed to organizations and individuals with an interest in migratory game bird conservation and provide the opportunity for input regarding the proposed regulatory amendments. The third report, Migratory Birds Regulations in Canada, issued biennially in July, summarizes the hunting regulations for the upcoming two hunting seasons, and is also provided to organizations and individuals with an interest in migratory game bird conservation.

CANADA PENSION PLAN
Triennial contribution rate review
Whereas, pursuant to subsection 113.1(1) of the Canada Pension Plan, the Minister of Finance and ministers of the Crown from the included provinces have reviewed the financial state of the Canada Pension Plan for the 2013–2015 review period;
And whereas the Minister of Finance and the ministers of the Crown from the included provinces, in concluding that review, have considered the matters set out in subsection 113.1(4) of the Canada Pension Plan and, at their meeting on December 21, 2015, have concluded that the current schedule of contribution rates is expected to be sufficient to sustain the Canada Pension Plan over the foreseeable future, based on the most recent estimates prepared by the Chief Actuary of the Office of the Superintendent of Financial Institutions;
Therefore, pursuant to subsection 113.1(5) of the Canada Pension Plan, the Minister of Finance and the ministers of the Crown from the included provinces recommend that no changes be made to benefits under the Canada Pension Plan or contribution rates as set out in the schedule to the Canada Pension Plan.

Notice is hereby given that Innovation, Science and Economic Development Canada (ISED) is releasing the following documents:
- Radio Standards Procedure RSP-100, Issue 11, Certification of Radio Apparatus, which sets out the requirements for certification of radio apparatus and broadcasting equipment; and
- Declaration of Conformity DC-01, Issue 6, Procedure for Declaration of Conformity and Registration of Terminal Equipment, which describes the procedure that suppliers of telecommunications terminal equipment must follow to declare conformity to applicable technical specifications and to register their equipment with ISED.
RSP-100, Issue 11, and DC-01, Issue 6, will both come into force upon their publication on the Department's Web site (http://www.ic.gc.ca/spectrum).
