Notice is hereby given that the Canadian International Trade Tribunal (the Tribunal) issued an order (File No. PR-2015-039) on February 4, 2016, with respect to a complaint filed by Eclipsys Solutions Inc., of Ottawa, Ontario, under subsection 30.11(1) of the Canadian International Trade Tribunal Act, R.S.C., 1985, c. 47 (4th Supp.), concerning a procurement (Solicitation No. 10040747/A) by Shared Services Canada. The solicitation was for data centre server and storage infrastructure services.
The Tribunal ceased its inquiry and ordered the dismissal of the complaint on the grounds that Shared Services Canada has excluded the procurement from the application of the obligations under the relevant trade agreements.

EXPIRY OF ORDERS
Copper pipe fittings
The Canadian International Trade Tribunal (the Tribunal) hereby gives notice, pursuant to subsection 76.03(3) of the Special Import Measures Act (SIMA), that its orders made on February 17, 2012, in Expiry Review No. RR-2011-001, continuing, without amendment, its findings made on February 19, 2007, in Inquiry No. NQ-2006-002, concerning the dumping of solder joint pressure pipe fittings and solder joint drainage, waste and vent pipe fittings, made of cast copper alloy, wrought copper alloy or wrought copper, for use in heating, plumbing, air conditioning and refrigeration applications (copper pipe fittings), originating in or exported from the United States of America, the Republic of Korea and the People's Republic of China and the subsidizing of such goods originating in or exported from the People's Republic of China, restricted to the products enumerated in the appendix, are scheduled to expire (Expiry No. LE-2015-003) on February 16, 2017. Under SIMA, findings of injury or threat of injury and the associated special protection in the form of anti-dumping or countervailing duties expire five years from the date of the last order or finding, unless an expiry review has been initiated before that date.
The Tribunal's expiry proceeding will be conducted by way of written submissions. Any firm, organization, person or government wishing to participate as a party in these proceedings must file a notice of participation with the Tribunal on or before February 17, 2016. Each counsel who intends to represent a party in these proceedings must also file a notice of representation, as well as a declaration and undertaking, with the Tribunal on or before February 17, 2016.
On February 18, 2016, the Tribunal will distribute the list of participants. Counsel and parties are required to serve their respective submissions on each other on the dates outlined below. Public submissions are to be served on counsel and those parties who are not represented by counsel. Confidential submissions are to be served only on counsel who have access to the confidential record and who have filed an undertaking with the Tribunal. This information will be included in the list of participants. Ten copies of all submissions must be served on the Tribunal.
Parties requesting or opposing the initiation of an expiry review of the orders shall file their written public submissions containing relevant information, opinions and arguments with the Tribunal, counsel and parties of record, no later than February 26, 2016. Where there are opposing views, each party that filed a submission in response to the notice of expiry will be given an opportunity to respond in writing to the representations of other parties. Parties wishing to respond to the submissions must do so no later than March 8, 2016.
In accordance with section 46 of the Canadian International Trade Tribunal Act, a person who provides information to the Tribunal and who wishes some or all of the information to be kept confidential must, among other things, submit a non-confidential edited version or summary of the information designated as confidential, or a statement indicating why such a summary cannot be made.
The Tribunal will issue a decision on March 22, 2016, on whether an expiry review is warranted. If the Tribunal decides that an expiry review is not warranted, the orders will expire on their scheduled expiry date. If the Tribunal decides to initiate an expiry review, it will issue a notice of expiry review.

On April 1, 2011, the Canadian Radio-television and Telecommunications Commission Rules of Practice and Procedure came into force. NATIONAL ENERGY BOARD
APPLICATION TO EXPORT ELECTRICITY TO THE UNITED STATES
ATCO Power Canada Ltd.
By an application dated February 10, 2016, ATCO Power Canada Ltd. (the “Applicant”) has applied to the National Energy Board (the “Board”), under Division II of Part VI of the National Energy Board Act (the “Act”), for authorization to export up to 10 000 000 MWh of firm energy and up to 10 000 000 MWh of interruptible energy annually for a period of 10 years. A list of generation facilities in which ATCO Power Canada Ltd. or its affiliates has an interest (at the time of application) can be viewed in the application filed with the Board.
The Board wishes to obtain the views of interested parties on this application before issuing a permit or recommending to the Governor in Council that the application be designated for a licensing procedure. The directions on procedure that follow explain in detail the procedure that will be used.
- The Applicant shall deposit and keep on file, for public inspection during normal business hours, copies of the application at its offices located at ATCO Power Canada Ltd., 919 11th Avenue SW, Calgary, Alberta T2R 1P3, 403-802-7532 (telephone), 403-209-6920 (fax), and provide a copy of the application to any person who requests one. A copy of the application is available for viewing during normal business hours, by appointment, in the Board's library, at 517 Tenth Avenue SW, 2nd Floor, Calgary, Alberta T2R 0A8. - Submissions that any party wishes to present shall be filed with the Secretary, National Energy Board, 517 Tenth Avenue SW, Calgary, Alberta T2R 0A8, 403-292-5503 (fax), and served on the Applicant (to the attention of Manager, Commodity Risk and Treasury, Todd Helson), by March 14, 2016.
- Pursuant to subsection 119.06(2) of the Act, the Board is interested in the views of submitters with respect to
- (a) the effect of the exportation of the electricity on provinces other than that from which the electricity is to be exported; and
- (b) whether the Applicant has
- (i) informed those who have declared an interest in buying electricity for consumption in Canada of the quantities and classes of service available for sale, and
- (ii) given an opportunity to purchase electricity on terms and conditions as favourable as the terms and conditions specified in the application to those who, within a reasonable time of being so informed, demonstrate an intention to buy electricity for consumption in Canada.
- Any answer to submissions that the Applicant wishes to present in response to items 2 and 3 of this notice of application and directions on procedure shall be filed with the Secretary of the Board and served on the party that filed the submission by March 29, 2016.
