Notice is hereby given that, after completing its inquiry, the Canadian International Trade Tribunal (the Tribunal) made a determination (File No. PR-2015-047) on April 29, 2016, with respect to a complaint filed by Madsen Power Systems Inc. (Madsen), of Mount Pearl, Newfoundland and Labrador, pursuant to subsection 30.11(1) of the Canadian International Trade Tribunal Act, R.S.C., 1985, c. 47 (4th Supp.), concerning a procurement (Solicitation No. F7049-150105/A) by the Department of Public Works and Government Services (PWGSC) on behalf of Fisheries and Oceans Canada. The solicitation was for the provision of marine diesel generators.
Madsen alleged that PWGSC improperly evaluated its bid by introducing undisclosed evaluation criteria or by failing to evaluate it in accordance with the terms of the solicitation.
Having examined the evidence presented by the parties, the Tribunal determined that the complaint was not valid.

Information processing and related telecommunications services
The Canadian International Trade Tribunal (the Tribunal) has received a complaint (File No. PR-2016-004) from Solutions Moerae Inc. o/a MSi (MSi), of Ottawa, Ontario, concerning a procurement (Solicitation No. IC401541) by Industry Canada. The solicitation is for the provision of task-based informatics professional services. Pursuant to subsection 30.13(2) of the Canadian International Trade Tribunal Act and subsection 7(2) of the Canadian International Trade Tribunal Procurement Inquiry Regulations, notice is hereby given that the Tribunal made a decision on May 2, 2016, to conduct an inquiry into the complaint.
MSi alleges that Industry Canada improperly evaluated its proposal by
- halving the duration of projects for two resources due to the evaluation team determining that the resources played dual roles, resulting in a substantial loss of points;
- halving the duration of a project for one resource due to the evaluation team determining that the role the resource played on that project was not suitable;
- deducting points due to the evaluation team determining that certain technical tools did not meet the specified criteria; and
- deducting points for one resource not providing a satisfactory copy of a required document.
