Call for Bids No. NS16-1

The Canada-Nova Scotia Offshore Petroleum Board (the “Board”) hereby gives notice of a call for submission of bids for six Exploration Licences covering those lands in the Nova Scotia offshore area described in Appendix I (the “Lands”) of Call for Bids No. NS16-1.

This notice of Call for Bids No. NS16-1 is made pursuant to the Canada-Nova Scotia Offshore Petroleum Resources Accord Implementation Act, S.C. 1988, c. 28, and the Canada-Nova Scotia Offshore Petroleum Resources Accord Implementation (Nova Scotia) Act, S.N.S. 1987, c. 3 (the “legislation”).

CANADIAN INTERNATIONAL TRADE TRIBUNAL

Notice is hereby given that, after completing its inquiry, the Canadian International Trade Tribunal (the Tribunal) made a determination (File No. PR-2015-064) on May 26, 2016, with respect to a complaint filed by MasterBedroom Inc. (MasterBedroom), of Whitby, Ontario, pursuant to subsection 30.11(1) of the Canadian International Trade Tribunal Act, R.S.C., 1985, c. 47 (4th Supp.), concerning a procurement (Solicitation No. B3275-150511/A) by the Department of Public Works and Government Services on behalf of the Department of Citizenship and Immigration. The solicitation was for the supply of basic household furniture to individuals or families in Toronto and elsewhere in Ontario.

MasterBedroom alleged that the successful bidder's bid was not compliant with the requirements of the solicitation.

Having examined the evidence presented by the parties and considered the provisions of the Agreement on Internal Trade, the North American Free Trade Agreement, the Agreement on Government Procurement, the Canada-Peru Free Trade Agreement and the Canada-Colombia Free Trade Agreement, the Tribunal determined that the complaint was valid.

CANADIAN INTERNATIONAL TRADE TRIBUNAL

DETERMINATION

Transportation equipment and spares

Notice is hereby given that, after completing its inquiry, the Canadian International Trade Tribunal (the Tribunal) made a determination (Files No. PR-2015-051 and PR-2015-067) on May 20, 2016, with respect to complaints filed by Oshkosh Defense Canada Incorporated (Oshkosh Defense), of Ottawa, Ontario, pursuant to subsection 30.11(1) of the Canadian International Trade Tribunal Act, R.S.C., 1985, c. 47 (4th Supp.), concerning a procurement (Solicitation No. W8476-06MSMP/L) by the Department of Public Works and Government Services (PWGSC) on behalf of the Department of National Defence. The solicitation was for the provision of military vehicles and related equipment and services.

Oshkosh Defense alleged in its first complaint that PWGSC improperly evaluated several technical requirements and introduced undisclosed mandatory evaluation criteria. In its second complaint, Oshkosh Defense alleged that PWGSC failed to maintain complete documentation regarding the conduct of the procurement and evaluation.

Having examined the evidence presented by the parties and considered the provisions of the Agreement on Internal Trade, the Tribunal determined that the complaints were valid in part.

DETERMINATION

Welded large diameter carbon and alloy steel line pipe

Notice is hereby given that, on May 24, 2016, pursuant to subsection 37.1(1) of the Special Import Measures Act, the Canadian International Trade Tribunal determined that there was evidence that disclosed a reasonable indication that the dumping and subsidizing of certain welded large diameter carbon and alloy steel line pipe originating in or exported from the People's Republic of China and Japan had caused injury (Preliminary Injury Inquiry No. PI-2015-003) or were threatening to cause injury to the domestic industry.

NATIONAL ENERGY BOARD

APPLICATION TO EXPORT ELECTRICITY

British Columbia Hydro and Power Authority

By an application dated May 20, 2016, British Columbia Hydro and Power Authority (the “Applicant”) has applied to the National Energy Board (the “Board”), under Division II of Part VI of the National Energy Board Act (the “Act”), for authorization to export, for the purposes of a border accommodation transfer, up to 1 568 MWh of firm energy annually for a period of 10 years, commencing on October 1, 2016, to Tongass Power and Light Company of the United States. The Applicant is a vertically integrated electric utility with over 30 generating facilities and over 18 000 km of transmission lines in British Columbia. Information related to the Applicant is available online at www.bchydro.com.

The Board wishes to obtain the views of interested parties on this application before issuing a permit or recommending to the Governor in Council that a public hearing be held. The directions on procedure that follow explain in detail the procedure that will be used.

  1. Written submissions in respect of the application shall be filed with the Secretary, National Energy Board, 517 Tenth Avenue SW, Calgary, Alberta T2R 0A8, 403-292-5503 (fax), and served on the Applicant by July 4, 2016.
  2. Any answer to submissions that the Applicant wishes to present shall be filed with the Secretary of the Board and served on the party that filed the submission by July 19, 2016.
