EXPIRY REVIEW OF FINDINGS

Pup joints

The Canadian International Trade Tribunal (the Tribunal) hereby gives notice that it will, pursuant to subsection 76.03(3) of the Special Import Measures Act (SIMA), initiate an expiry review of its findings (Expiry Review No. RR-2016-001) made on April 10, 2012, in Inquiry No. NQ-2011-001, concerning the dumping and subsidizing of oil country tubular goods pup joints, made of carbon or alloy steel, welded or seamless, heat-treated or not heat-treated, regardless of end finish, having an outside diameter from 2 3/8 inches to 4 1/2 inches (60.3 mm to 114.3 mm), in all grades, in lengths from 2 feet to 12 feet (61 cm to 366 cm), excluding casing pup joints, originating in or exported from the People's Republic of China (the subject goods). Unless the findings are continued on completion of this expiry review, they will expire on April 9, 2017.

In this expiry review, the Canada Border Services Agency (CBSA) will first determine whether the expiry of the findings in respect of the subject goods is likely to result in the continuation or resumption of dumping and subsidizing of the subject goods. If the CBSA determines that the expiry of the findings in respect of any goods is likely to result in the continuation or resumption of dumping and subsidizing, the Tribunal will then conduct an expiry review to determine if the continued or resumed dumping and subsidizing is likely to result in injury. The CBSA will provide notice of its determinations within 120 days after receiving notice of the Tribunal's decision to initiate an expiry review, that is, no later than November 30, 2016. The Tribunal will issue its order no later than April 7, 2017, and its statement of reasons no later than April 24, 2017.

Each person or government wishing to participate in this expiry review must file a notice of participation with the Tribunal on or before December 15, 2016. Each counsel who intends to represent a party in the expiry review must file a notice of representation, as well as a declaration and undertaking, with the Tribunal on or before December 15, 2016.

The Tribunal will hold a public hearing relating to this expiry review in the Tribunal's Hearing Room No. 1, 18th Floor, 333 Laurier Avenue West, Ottawa, Ontario, commencing on February 20, 2017, at 9:30 a.m., to hear evidence and representations by interested parties.

Information processing and related telecommunications services

The Canadian International Trade Tribunal (the Tribunal) has received a complaint (File No. PR-2016-024) from ADRM Technology Consulting Group Corp. (ADRM TEC) of Ottawa, Ontario, concerning a procurement (Solicitation No. DND 15/0050423) by the Department of National Defence (DND). The solicitation is for the supply of informatics professional services. Pursuant to subsection 30.13(2) of the Canadian International Trade Tribunal Act and subsection 7(2) of the Canadian International Trade Tribunal Procurement Inquiry Regulations, notice is hereby given that the Tribunal made a decision on August 4, 2016, to conduct an inquiry into the complaint.

ADRM TEC alleges that DND incorrectly evaluated its bid and used undisclosed criteria when evaluating its bid, improperly concluding that its bid did not meet the conditions set out in the Request for Proposal.
