Notice is hereby given that, after completing its inquiry, the Canadian International Trade Tribunal (the Tribunal) made a determination (File No. PR-2016-024) on December 13, 2016, with respect to a complaint filed by ADRM Technology Consulting Group Corp. (ADRM TEC), of Ottawa, Ontario, pursuant to subsection 30.11(1) of the Canadian International Trade Tribunal Act, R.S.C., 1985, c. 47 (4th Supp.), concerning a procurement (Solicitation No. DND 15/0050423) by the Department of National Defence (DND). The solicitation was for the supply of informatics professional services.
ADRM TEC alleged that DND incorrectly evaluated its bid and used undisclosed criteria when evaluating its bid, improperly concluding that its bid did not meet the conditions set out in the Request for Proposal.
Having examined the evidence presented by the parties and considered the provisions of the Agreement on Internal Trade, the Tribunal determined that the complaint was valid in part.

Notice is hereby given that, after completing its inquiry, the Canadian International Trade Tribunal (the Tribunal) made a determination (File No. PR-2016-027) on December 16, 2016, with respect to a complaint filed by MD Charlton Co. Ltd. (MD Charlton) of Stittsville, Ontario, pursuant to subsection 30.11(1) of the Canadian International Trade Tribunal Act, R.S.C., 1985, c. 47 (4th Supp.), concerning a procurement (Solicitation No. W8486-163098/A) by the Department of Public Works and Government Services (PWGSC), on behalf of the Department of National Defence. The solicitation was for the supply of patrol vests.
MD Charlton alleged that in permitting potential suppliers to provide patrol vests meeting an obsolete standard (namely, standard NIJ 0101.04), PWGSC used technical specifications that discriminate against MD Charlton and other suppliers whose products meet the current standard (NIJ 0101.06).
Having examined the evidence presented by the parties and considered the provisions of the Agreement on Internal Trade, the Tribunal determined that the complaint was not valid.

NATIONAL ENERGY BOARD
APPLICATION TO CONSTRUCT AND OPERATE AN INTERNATIONAL POWER LINE
Hydro-Québec TransÉnergie
By an application dated December 23, 2016, Hydro- Québec TransÉnergie (the “Applicant”) has applied to the National Energy Board (the “Board”), under Part III.1 of the National Energy Board Act (the “Act”), for authorization to construct and operate a 320 000 V international direct current power line. The line would extend a distance of 79.2 km from the Des Cantons substation, located in Val-Joli, Canada, to the Quebec–New Hampshire border, in East Hereford.
The Board wishes to obtain the views of interested parties on this application before issuing a permit or recommending to the Governor in Council that a public hearing be held. The directions on procedure that follow explain in detail the procedure that will be used.
1. The Applicant shall deposit and keep on file, for public inspection during normal business hours, copies of the application at its offices located at 75 René-Lévesque Boulevard West, Documentation Centre, 2nd Floor, Montréal, Quebec H2Z 1A4, 514-289-2211, extension 4919 (telephone), 514-289-4932 (fax), and provide a copy of the application to any person who requests one. 3. Pursuant to subsection 58.14(2) of the Act, the Board will have regard to all considerations that appear to it to be relevant. In particular, the Board is interested in the views of submitters with respect to
- (a) the effect of the international power line on provinces other than those through which the line is to pass; and
- (b) the impact of the construction or operation of this line on the environment.
4. Any answer to submissions that the Applicant wishes to present in response to items 2 and 3 of this notice of application and directions on procedure shall be filed with the Secretary of the Board and served on the party that filed the submission by February 7, 2017.

APPLICATION TO EXPORT ELECTRICITY TO THE UNITED STATES
Brookfield Energy Marketing Inc. and Brookfield Energy Marketing Inc. as general partner for Brookfield Energy Marketing LP
By an application dated December 22, 2016, Brookfield Energy Marketing Inc. and Brookfield Energy Marketing Inc. as general partner of Brookfield Energy Marketing LP (the “Applicant”) has applied to the National Energy Board (the “Board”), under Division II of Part VI of the National Energy Board Act (the “Act”), for authorization to export up to 17 520 000 MWh of combined firm energy and interruptible energy annually for a period of 10 years. The Applicant or its affiliates have an interest in generation facilities in Ontario, Quebec and British Columbia, as more particularly outlined in the application.
The Board wishes to obtain the views of interested parties on this application before issuing a permit or recommending to the Governor in Council that the application be designated for a licensing procedure. The directions on procedure that follow explain in detail the procedure that will be used.

- (ii) given an opportunity to purchase electricity on terms and conditions as favourable as the terms and conditions specified in the application to those who, within a reasonable time of being so informed, demonstrate an intention to buy electricity for consumption in Canada.
