Notice is hereby given that, on August 8, 2017, pursuant to subsection 37.1(1) of the Special Import Measures Act, the Canadian International Trade Tribunal determined (Preliminary Injury Inquiry No. PI-2017-001) that there was evidence that disclosed a reasonable indication that the dumping of carbon and alloy steel line pipe originating in or exported from the Republic of Korea, welded or seamless, having a nominal outside diameter from 2.375 inches (60.3 mm) up to and including 24 inches (610 mm) [with all dimensions being plus or minus allowable tolerances contained in the applicable standards], including line pipe meeting or supplied to meet any one or several of API 5L, CSA Z245.1, ISO 3183, ASTM A333, ASTM A106, ASTM A53-B or their equivalents, in all grades, whether or not meeting specifications for other end uses (e.g. single-, dual-, or multiple-certified, for use in oil and gas or other applications), and regardless of end finish (plain ends, beveled ends, threaded ends, or threaded and coupled ends), surface finish (coated or uncoated), wall thickness, or length, excluding galvanized line pipe and excluding stainless steel line pipe (containing 10.5 percent or more by weight of chromium), and excluding goods covered by the Canadian International Trade Tribunal's finding in Inquiry No. NQ-2012-003, has caused or is threatening to cause injury to the domestic industry.

The Commission posts on its website the decisions, notices of consultation and regulatory policies that it publishes, as well as information bulletins and orders. On April 1, 2011, the Canadian Radio-television and Telecommunications Commission Rules of Practice and Procedure came into force. As indicated in Part 1 of these Rules, some broadcasting applications are posted directly on the Commission's website, www.crtc.gc.ca, under “Part 1 Applications.”
To be up to date on all ongoing proceedings, it is important to regularly consult “Today's Releases” on the Commission's website, which includes daily updates to notices of consultation that have been published and ongoing proceedings, as well as a link to Part 1 applications.
The following documents are abridged versions of the Commission's original documents. The original documents contain a more detailed outline of the applications, including the locations and addresses where the complete files for the proceeding may be examined. These documents are posted on the Commission's website and may also be examined at the Commission's offices and public examination rooms. Furthermore, all documents relating to a proceeding, including the notices and applications, are posted on the Commission's website under “Public Proceedings.”

Public hearings on review of emergency levels for Rainy and Namakan lakes
The International Joint Commission (IJC) is inviting the public to comment on emergency levels for Rainy and Namakan lakes (also known as rule curves). Comments will be accepted at public hearings and by mail, email and online until September 1, 2017 (http://www.participateijc.org/rainy-namakan-lakes-rule-curves). Following receipt of the International Rainy and Namakan Lakes Rule Curves Study Board's final report in late June, the International Joint Commission will be holding public hearings in the basin on its own report Draft Changes to the Rainy and Namakan Lakes Rule Curves for Public Comment (http://ijc.org/files/tinymce/uploaded/publications/draft_IJC_rainynamakanrulecurves_2017.pdf).
The Commission is considering proposed changes to its Orders of Approval for the emergency regulation of Rainy and Namakan lakes that have been recommended by the Study Board. The Commission's proposal relating to the emergency regulation of levels on Rainy and Namakan lakes is centred on five general themes:
- Changes to existing rule curves: Alternative C for the rule curves for Rainy and Namakan lakes, which includes a rule curve for high flood risk years for Rainy Lake, should be adopted.
- An expanded role for the Water Levels Committee (WLC) of the International Rainy-Lake of the Woods Watershed Board (IRLWWB): The WLC should be empowered to target specific levels outside of the middle portion of the rule curve for each lake. New operational guidelines are needed for the WLC, and further guidance, in the form of a refined directive for the IRLWWB and the WLC, is needed.
- Adaptive management: The Commission will work with the IRLWWB to determine how best to implement an adaptive management strategy in the medium- and long-term planning and activities of both the IRLWWB and the Commission in the basin.
- Stakeholder concerns: The views of stakeholders, as heard through the Commission and Study Board engagement and hearings, will be communicated to governments.
- Engagement with Indigenous communities: The Commission endorses the Study Board's recommendations regarding improving engagement and collaboration with Tribes, First Nations, and Métis communities.
A series of public hearings were held in the basin from August 16 to 18, 2017. The public comment period on the Commission's report is open until September 1, 2017 (http://www.participateijc.org/rainy-namakan-lakes-rule-curves). Public input is essential to the Commission's rendering of a final decision to proceed with the proposed changes to the management of emergency levels and flows of the Rainy and Namakan lakes, and to the Commission's perspective on changes to the operations and guidance provided to the Water Levels Committee, engagement with Tribes, First Nations, and Métis, and adaptive management.
The International Joint Commission was established under the Boundary Waters Treaty of 1909 to help the United States and Canada prevent and resolve disputes over the use of the waters the two countries share. Its responsibilities include investigating and reporting on issues of concern when asked by the governments of the two countries.
Under the Rainy Lake Convention, the IJC determines when emergency conditions exist in the Rainy Lake watershed, by reason of high or low water, and adopts measures of control with respect to the dams at Kettle Falls and International Falls.
