CANADIAN INTERNATIONAL TRADE TRIBUNAL
DETERMINATION
Architect and engineering services — related to construction
Notice is hereby given that, after completing its inquiry, the Canadian International Trade Tribunal (the Tribunal) made a determination (File No. PR-2017-019) on October 10, 2017, with respect to a complaint filed by GBCA-MTBA (joint venture) [GBCA-MTBA], of Ottawa, Ontario, pursuant to subsection 30.11(1) of the Canadian International Trade Tribunal Act, R.S.C., 1985, c. 47 (4th Supp.), concerning a procurement (Solicitation No. 5P301-16-0006) by the Parks Canada Agency (Parks Canada). The solicitation was for the provision of architectural and engineering services — national parks and historic sites in the province of Ontario.
GBCA-MTBA alleged that Parks Canada incorrectly determined its response to be non-responsive.
Having examined the evidence presented by the parties and considered the provisions of the Agreement on Internal Trade, the North American Free Trade Agreement and the Agreement on Government Procurement, the Tribunal determined that the complaint was not valid.
Further information may be obtained from the Registrar, Canadian International Trade Tribunal Secretariat, 333 Laurier Avenue West, 15th Floor, Ottawa, Ontario K1A 0G7, 613-993-3595 (telephone), 613-990-2439 (fax), citt-tcce@tribunal.gc.ca (email).

CANADIAN INTERNATIONAL TRADE TRIBUNAL
EXPIRY REVIEW OF ORDER
Hot-rolled carbon steel plate
The Canadian International Trade Tribunal (the Tribunal) hereby gives notice that it will, pursuant to subsection 76.03(3) of the Special Import Measures Act (SIMA), initiate an expiry review of its order (Expiry Review No. RR-2017-004) made on January 8, 2013, in Expiry Review No. RR-2012-001, concerning the dumping of hot-rolled carbon steel plate and high-strength low-alloy plate not further manufactured than hot-rolled, heat-treated or not, in cut lengths, in widths from 24 in. (+/- 610 mm) to 152 in. (+/- 3,860 mm) inclusive, and thicknesses from 0.187 in. (+/ 4.75 mm) to 4.0 in. (+/- 101.6 mm) inclusive, but excluding plate for use in the manufacture of pipe and tube (also known as skelp), plate in coil form, plate having a rolled, raised figure at regular intervals on the surface (also known as floor plate) and plate produced to American Society for Testing and Materials specifications A515 and A516M/A516, grade 70 (also known as pressure vessel quality plate) in thicknesses greater than 3.125 in. (+/- 79.3 mm), originating in or exported from the People's Republic of China (the subject goods).
The Canada Border Services Agency (CBSA) will first determine, by March 2, 2018, whether the expiry of the order is likely to result in the continuation or resumption of dumping of the subject goods. Information regarding CBSA's investigation can be obtained from Ms. Marie-Josée Charette, Canada Border Services Agency, 100 Metcalfe Street, 11th Floor, Ottawa, Ontario K1A 0L8, 613-954-7399 (telephone), Marie-Josee.Charette@cbsa-asfc.gc.ca (email). The schedule of CBSA's investigation is available at www.cbsa-asfc.gc.ca/sima-lmsi/er-rre/menu-eng.html.
If the CBSA determines that the expiry of the order is likely to result in the continuation or resumption of dumping, the Tribunal will conduct an expiry review to determine if the expiry is likely to result in injury. The Tribunal will tentatively hold a public hearing in Hearing Room No. 1, 18th Floor, 333 Laurier Avenue West, Ottawa, Ontario, commencing on May 28, 2018, at 9:30 a.m. The Tribunal will issue an order with its determination and a statement of reasons by August 9, 2018.
Persons or governments wishing to participate in the Tribunal's expiry review must file a notice of participation with the Registrar by March 19, 2018. Each counsel who intends to represent a party must file a notice of representation, as well as a declaration and undertaking, by March 19, 2018.
Parties should file documents with the Tribunal through its Secure E-filing Service at https://apps.citt-tcce.gc.ca/sftapp/CITT/html/transfer_e.html. The information is fully encrypted from the sender to the Tribunal. Parties must also file paper copies in the required number as instructed. The electronic version and the hard-copy version must be identical. In case of discrepancies, the hard-copy version will be considered the original. Submissions with information designated confidential must include a non-confidential summary or redacted version.
For further information, see the Expiry Reviews Guidelines at www.citt-tcce.gc.ca/en/Expiry_Review_Guidelines_e, and the Guideline to Making Requests for Product Exclusions at www.citt-tcce.gc.ca/en/g_excl_e, or contact the Registrar, Canadian International Trade Tribunal, 333 Laurier Avenue West, 15th Floor, Ottawa, Ontario K1A 0G7, 613-993-3595 (telephone), 613-990-2439 (fax), citt-tcce@tribunal.gc.ca (email).
