The Canadian International Trade Tribunal (the Tribunal) has received a complaint (File No. PR-2017-042) from Vantage Painting Ltd. (VPL), of Yellowknife, Northwest Territories, concerning a procurement (Solicitation No. EW076-180729) by the Department of Public Works and Government Services (PWSGC). The solicitation is for painting services. Pursuant to subsection 30.13(2) of the Canadian International Trade Tribunal Act and subsection 7(2) of the Canadian International Trade Tribunal Procurement Inquiry Regulations, notice is hereby given that the Tribunal made a decision on December 11, 2017, to conduct an inquiry into the complaint.
VPL alleges that there were problems with the evaluation of its proposal and that the standing offer was improperly awarded to a competing bidder.

Description of critical habitat of the Red Knot (Calidris canutus rufa subspecies) in Wapusk National Park of Canada
The Red Knot (Calidris canutus) is a shorebird protected under the Migratory Birds Convention Act, 1994. The Calidris canutus rufa subspecies (hereafter rufa) is listed on Schedule 1 of the Species at Risk Act. The habitat needs of Red Knots in Canada are similar across the subspecies and include stopover sites consisting of coastal marine, estuarine habitats and inland saline lakes used during migration. Red Knots also require dry, slightly elevated, tundra that is free from snow cover for nesting. Rufa is known to occur in all of Canada, except the Yukon, and unlike other Red Knots, breeds solely in Canada.
The Recovery Strategy and Management Plan for the Red Knot (Calidris canutus) in Canada identifies critical habitat for the rufa subspecies in Wapusk National Park of Canada.
Notice is hereby given, pursuant to subsection 58(2) of the Species at Risk Act, that 90 days after the date of publication of this notice, subsection 58(1) of the Act will apply to the critical habitat of the Red Knot (Calidris canutus rufa subspecies) as identified in the recovery strategy for that species that is included in the Species at Risk Public Registry, and that is located within Wapusk National Park of Canada, the boundaries of which are described in Schedule 1 to the Canada National Parks Act.
