Vancouver Fraser Port Authority — Supplementary letters patent
By the Minister of Transport
WHEREAS the Governor in Council, pursuant to Part 5.1 of the Port Authorities Management Regulations, issued a Certificate of Amalgamation containing letters patent to amalgamate the Vancouver Port Authority, the Fraser River Port Authority and the North Fraser Port Authority to continue as the Vancouver Fraser Port Authority ("Authority"), effective January 1, 2008;
WHEREAS Schedule C of the letters patent sets out the real property, other than federal real property, held or occupied by the Authority;
WHEREAS, pursuant to subsection 46(2.1) of the Canada Marine Act ("Act"), the Authority wishes to acquire the real properties bearing parcel identifiers (PID) 027-726-240, 027-831-043, 027-882-209, 027-913-791 and 028-192-630;
WHEREAS the board of directors of the Authority has requested that the Minister of Transport issue supplementary letters patent to set out the real property in Schedule C of the letters patent;
AND WHEREAS the Minister of Transport is satisfied that the amendment to the letters patent is consistent with the Act;
NOW THEREFORE, pursuant to subsection 9(1) of the Act, the letters patent are amended as follows:

Vancouver Fraser Port Authority — Supplementary letters patent
By the Minister of Transport
WHEREAS the Governor in Council, pursuant to Part 5.1 of the Port Authorities Management Regulations, issued a Certificate of Amalgamation containing letters patent to amalgamate the Vancouver Port Authority, the Fraser River Port Authority and the North Fraser Port Authority to continue as the Vancouver Fraser Port Authority ("Authority"), effective January 1, 2008;
WHEREAS Schedule C of the letters patent sets out the real property, other than federal real property, held or occupied by the Authority;
WHEREAS, pursuant to subsection 46(2.1) of the Canada Marine Act ("Act"), the Authority wishes to enter into a license agreement for a period of twenty (20) years, as licensee, with the British Columbia Ferry Services Inc. on a portion of the real property (waterlot) identified as PID 025-701-118, as described below, whereby they would undertake the construction, maintenance and monitoring of an eelgrass compensation area;
WHEREAS the board of directors of the Authority has requested that the Minister of Transport issue supplementary letters patent to include the interest in the real property obtained by the Authority under the said license agreement in Schedule C of the letters patent;
AND WHEREAS the Minister of Transport is satisfied that the amendment to the letters patent is consistent with the Act;
NOW THEREFORE, pursuant to subsection 9(1) of the Act, the letters patent are amended as follows:

Notice No. SLPB-009-17 — Licensing Framework for Residual Spectrum Licences in the 700 MHz, 2500 MHz, 2300 MHz and PCS-G Bands
The intent of this notice is to announce the release of the document entitled Licensing Framework for Residual Spectrum Licences in the 700 MHz, 2500 MHz, 2300 MHz and PCS-G Bands, which sets out the decisions made by Innovation, Science and Economic Development Canada (ISED) with respect to the auction process for residual spectrum licences in the cited bands. In particular, the document announces the decisions related to the licensing process, auction format and rules, and the conditions of licence applicable to the bands.
This document (hereinafter referred to as the Framework) is the result of the consultation process initiated through Notice No. SLPB-003-17, Consultation on a Licensing Framework for Residual Spectrum Licences in the 700 MHz, 2500 MHz, 2300 MHz, PCS and 1670-1675 MHz Bands.
Clarification questions
For a limited period of time, ISED will accept written questions seeking clarification of the rules and policies set out in the Framework. Written questions will be accepted until January 16, 2018. Written questions and responses will be made public on ISED's Spectrum Management and Telecommunications website. Every effort will be made to post the questions received, along with responses, in the shortest time frame possible. Questions that are of a similar nature and subject matter may be grouped and summarized. Questions regarding bidding procedures will be addressed in mail-out packages intended for qualified bidders, and will not be included in this clarification process unless they are deemed to be critical information for potential bidders requiring an immediate response. These answers will be considered as clarification of the policies set out in the Framework. Applicants are encouraged to submit questions as soon as possible.
ISED may also amend or supplement the auction rules and procedures contained in the Framework. Any such amendment or supplement will be published on ISED's website and will be sent to all qualified bidders.

These answers will be considered as clarification of the policies and as amendments or supplements to the rules set out in the Framework.
