Certain 54-inch gypsum board — Decision
On June 21, 2018, pursuant to subsection 31(1) of the Special Import Measures Act (SIMA), the Canada Border Services Agency (CBSA) initiated an investigation into the alleged dumping of certain 54-inch gypsum board from the United States of America, imported into Canada for use or consumption in the provinces of British Columbia, Alberta, Saskatchewan, and Manitoba, as well as in the Yukon and Northwest Territories (collectively "Western Canada"). The complainant alleges that the dumped goods have caused material retardation to the establishment of the domestic industry in Western Canada.
Prior to January 1, 2018, the subject goods were normally imported under the following tariff classification numbers:
- 6809.11.00.00
- 6809.11.00.10
Effective January 1, 2018, imports into Canada of the subject goods are normally classified under the following tariff classification number:
- 6809.11.00.11
The Canadian International Trade Tribunal (CITT) will conduct a preliminary inquiry into the question of retardation to the establishment of the domestic industry in Western Canada. The CITT will make a decision within 60 days of the date of initiation. If the CITT concludes that the evidence does not disclose a reasonable indication of retardation, the investigation will be terminated.

The Statement of Reasons regarding the decision will be issued within 15 days following the decision and will be available on the CBSA website or by contacting the SIMA Registry and Disclosure Unit by telephone at 613-948-4605 or by email at simaregistry@cbsa-asfc.gc.ca.
Representations
Interested persons are invited to file written submissions presenting facts, arguments and evidence relevant to the alleged dumping. Written submissions should be forwarded to the Canada Border Services Agency, Trade and Anti-dumping Programs Directorate, SIMA Registry and Disclosure Unit, 100 Metcalfe Street, 11th Floor, Ottawa, Ontario K1A 0L8. To be given consideration in the investigation, this information should be received by October 29, 2018.
Any information submitted by interested persons concerning the investigation will be considered public information unless clearly marked confidential. When a submission is marked confidential, a non-confidential edited version of the submission must also be provided.

COMMENCEMENT OF INTERIM REVIEW
Hot-rolled carbon steel plate and high-strength low-alloy steel plate
The Canadian International Trade Tribunal hereby gives notice that, pursuant to subsection 76.01(1) of the Special Import Measures Act (SIMA), it has initiated an interim review (Interim Review No. RD-2016-002) of its order made on January 7, 2014, in Expiry Review No. RR-2013-002, its order made on January 30, 2015, in Expiry Review No. RR-2014-002, and its finding made on May 20, 2014, in Inquiry No. NQ-2013-005, concerning the dumping of certain hot-rolled carbon steel plate and high-strength low-alloy steel plate, as defined in each of the aforementioned proceedings. The aforementioned proceedings involve certain plate originating in or exported from the Republic of Bulgaria, the Czech Republic, Romania, Ukraine, the Federative Republic of Brazil, the Kingdom of Denmark, the Republic of Indonesia, the Italian Republic, Japan and the Republic of Korea.
On August 8, 2016, the Tribunal informed parties to the aforementioned proceedings that it had determined that an interim review was warranted on the basis of facts related to the role and performance of service centres in the domestic industry that were not put into evidence in the original proceedings and that were not discoverable by the exercise of reasonable due diligence. The interim review was then held in abeyance pending resolution of the judicial review of Inquiry No. NQ-2015-001. The judicial review having now been resolved, the Tribunal will commence the interim review.
Each person or government wishing to participate in the interim review must file a notice of participation with the Tribunal on or before noon on July 6, 2018. Each counsel who intends to represent a party in the interim review must file a notice of representation, as well as a declaration and undertaking, with the Tribunal on or before noon on July 6, 2018.
On August 10, 2018, the Tribunal will distribute the public information to all parties that have filed notices of participation and the confidential information to counsel who have filed a declaration and undertaking with the Tribunal.
Interested parties are invited to file written submissions with the Tribunal no later than noon on August 24, 2018. Each person or government that files a submission in response to the notice of commencement of interim review will be given an opportunity to respond in writing to the representations of other persons or governments. Persons or governments wishing to respond to the submissions must do so no later than noon on September 7, 2018. Once written submissions are filed, the Tribunal will determine whether an oral hearing will be held or if it will proceed by way of written submissions. Submissions should be based exclusively on public information. However, relevant confidential information may be filed, if necessary, along with a comprehensive public summary or public edited version of the confidential information. Confidential submissions will be made available to counsel who have filed the relevant declarations and undertakings.
Parties are required to serve each other. Public submissions are to be served on counsel and those parties who are not represented by counsel. Confidential submissions are to be served only on counsel who have access to the confidential record and who have filed an undertaking with the Tribunal. Gypsum board
The Canadian International Trade Tribunal hereby gives notice that, pursuant to subsection 34(2) of the Special Import Measures Act (SIMA), it has initiated a preliminary injury inquiry (Preliminary Injury Inquiry No. PI-2018-003) to determine whether the evidence discloses a reasonable indication that the alleged injurious dumping of gypsum board, sheet, or panel ("gypsum board") originating in or exported from the United States of America, imported into Canada for use or consumption in the provinces of British Columbia, Alberta, Saskatchewan, and Manitoba, as well as the Yukon and Northwest Territories, made to a width of 54 inches (1,371.6 mm), composed primarily of a gypsum core and faced or reinforced with paper or paperboard, including gypsum board meeting or supplied to meet ASTM C 1396 or ASTM C 1396M or equivalent standards, regardless of end use, edge-finish, thickness, or length (but not width), excluding (a) gypsum board meeting ASTM C 1177 or ASTM C 1177M (commonly referred to and used primarily as "glass fiber re-enforced sheathing board" but also sometimes used for internal applications for high mold/moisture resistant applications); (b) double layered glued paper-faced gypsum board (commonly referred to and used as "acoustic board"); and (c) gypsum board meeting ISO16000-23 for sorption of formaldehyde (the subject goods), has caused injury or retardation or is threatening to cause injury, as these words are defined in SIMA. All dimensions are plus or minus allowable tolerances in applicable standards.
The Tribunal's preliminary injury inquiry will be conducted by way of written submissions. Each person or government wishing to participate in the preliminary injury inquiry must file a notice of participation with the Tribunal on or before July 4, 2018. Each counsel who intends to represent a party in the preliminary injury inquiry must file a notice of representation, as well as a declaration and undertaking, with the Tribunal on or before July 4, 2018.
On July 9, 2018, the Tribunal will issue a list of participants. Counsel and parties are required to serve their respective submissions on each other on the dates outlined below. Public submissions are to be served on counsel and those parties who are not represented by counsel. Confidential submissions are to be served only on counsel who have access to the confidential record, and who have filed an undertaking with the Tribunal. This information will be included in the list of participants. One complete electronic versionof all submissions must be served on the Tribunal.
Submissions by parties opposed to the complaint must be filed not later than noon, on July 19, 2018. Notice is hereby given that, on May 25, 2018, the Tribunal found (Inquiry No. NQ-2017-004) that the dumping and subsidizing of pressure pipe fittings and drainage, waste and vent pipe fittings, made of cast copper alloy, wrought (or "wrot") copper alloy or wrought copper for use in heating, plumbing, air conditioning and refrigeration applications, originating in or exported from the Socialist Republic of Vietnam, restricted to the products enumerated in the Appendix, have caused injury to the domestic industry.

APPLICATION TO EXPORT ELECTRICITY TO THE UNITED STATES
Powerex Corp.
By an application dated June 29, 2018, Powerex Corp. (the "Applicant") has applied to the National Energy Board (the "Board"), under Division II of Part VI of the National Energy Board Act (the "Act"), for authorization to export up to 50 000 000 MWh of combined firm and interruptible energy annually for a period of 10 years. Powerex is a wholly owned subsidiary of BC Hydro, an entity that owns generation and transmission facilities in British Columbia.
The Board wishes to obtain the views of interested parties on this application before issuing a permit or recommending to the Governor in Council that the application be designated for a licensing procedure. The directions on procedure that follow explain in detail the procedure that will be used.

By an application dated June 19, 2018, Royal Bank of Canada (the "Applicant") has applied to the National Energy Board (the "Board"), under Division II of Part VI of the National Energy Board Act (the "Act"), for authorization to export up to 4 380 000 MWh of combined firm and interruptible energy annually for a period of 10 years.
The Board wishes to obtain the views of interested parties on this application before issuing a permit or recommending to the Governor in Council that the application be designated for a licensing procedure. The directions on procedure that follow explain in detail the procedure that will be used.
