Amendment
1 Section 6 of the Ministerial Instructions Respecting the Express Entry Systemfootnote 1 is replaced by the following:
Validity period
6 An invitation is valid for the period of time beginning on the day after it is issued by the Minister and ending on the 60th day after that day, and any application for a permanent resident visa in response to that invitation must be made within that period.
Taking Effect
2 This Instruction takes effect on June 26, 2018.

Waiver of information requirements for living organisms (subsection 106(9) of the Canadian Environmental Protection Act, 1999)
Whereas any person who proposes to import or manufacture a living organism that is not on the Domestic Substances List must provide to the Minister of the Environment the information required under subsection 106(1) of the Canadian Environmental Protection Act, 1999;
Whereas any person who proposes to use, manufacture or import for a significant new activity a living organism that is on the Domestic Substances List must provide to the Minister of the Environment the information required under subsection 106(3) of the Canadian Environmental Protection Act, 1999;
Whereas any person who proposes to use for a significant new activity a living organism that is not on the Domestic Substances List must provide to the Minister of the Environment the information required under subsection 106(4) of the Canadian Environmental Protection Act, 1999;
Whereas a person may, pursuant to subsection 106(8) of the Canadian Environmental Protection Act, 1999, request any of the requirements to provide information under subsection 106(1), (3) or (4) of the Canadian Environmental Protection Act, 1999 to be waived;
Whereas a waiver may be granted by the Minister of the Environment under subsection 106(8) of the Canadian Environmental Protection Act, 1999 if
- (a) in the opinion of the Ministers, the information is not needed in order to determine whether the living organism is toxic or capable of becoming toxic;
- (b) the living organism is to be used for a prescribed purpose or manufactured at a location where, in the opinion of the Ministers, the person requesting the waiver is able to contain the living organism so as to satisfactorily protect the environment and human health; or
- (c) it is not, in the opinion of the Ministers, practicable or feasible to obtain the test data necessary to generate the information.
Therefore, notice is hereby given, pursuant to subsection 106(9) of the Canadian Environmental Protection Act, 1999, that the Minister of the Environment waived some requirements to provide information in accordance with the following annex pursuant to subsection 106(8) of that Act.

EXPLANATORY NOTE
The decision to grant a waiver is made on a case-by-case basis by Environment Canada in consultation with Health Canada. On average, approximately 100 waivers are granted yearly for chemicals and polymers and living organisms for an average of 500 notifications received.

FISHERIES ACT
Notice of intent with respect to fisheries management in the Scott Islands Protected Marine Area regulations
The purpose of this notice is to outline the intention of Fisheries and Oceans Canada (DFO) to make regulations pursuant to the Fisheries Act for the management of fisheries within the proposed Scott Islands Protected Marine Area (PMA) and in support of the conservation objectives of the area.
This notice does not replace prepublication of the proposed regulations in the Canada Gazette, Part I, or DFO's duty to consult with the affected and interested parties as part of the regulatory process. DFO intends to prepublish the proposed regulations in the Canada Gazette, Part I, within two calendar years.
Context
The Scott Islands PMA, located off the northwest tip of Vancouver Island in the Pacific Ocean, has been designated by Environment and Climate Change Canada (ECCC) under the Canada Wildlife Act. The primary conservation objectives of the area will be to conserve migratory seabirds, species at risk, and the habitats, ecosystem linkages, and marine resources that support these species for the long term.
The Scott Islands support the highest concentration of breeding seabirds in the Canadian Pacific, providing important ecological breeding and nesting habitat for over one million nesting seabirds annually. The marine waters surrounding the Scott Islands have an abundance of small fish and zooplankton that provide a key foraging area for migratory birds that travel vast distances to feed, including several species that have been identified as being at risk globally by the International Union for Conservation of Nature. The marine area around the islands is highly productive and hosts a diversity of marine mammals and fish, including several marine mammal species at risk.
Within the PMA, DFO will continue to manage fisheries in accordance with the Fisheries Act. In the waters around Lanz, Cox, Beresford and Sartine islands, there is a Rockfish Conservation Area (RCA) where most types of commercial and recreational fishing are prohibited by way of a Variation Order issued under the Fisheries Act.
Currently, 80% of the Scott Islands PMA is closed to bottom trawl fisheries for groundfish by way of Variation Order 2018-110, which was issued under section 6 of the Fishery (General) Regulations.
Purpose and expected outcomes of the proposed regulatory amendments
In support of the conservation objectives of the Scott Islands PMA, DFO is proposing to make new fisheries regulations under the Fisheries Act to (1) prohibit fishing of three key forage fish species that serve as a food source for seabirds in the PMA (Pacific sand lance, Pacific saury and North Pacific krill); and (2) prohibit groundfish bottom trawling within portions of the area consistent with the existing Variation Order 2018-110. The future regulations would not impact the current status of the above-described fisheries in the Scott Islands PMA. However, the future regulations could be made to restrict other fishing activities that would be deemed, based on best available science, to pose a risk to the conservation objectives of the PMA.
The proposed regulations would provide a more permanent regulatory approach to fisheries management within the boundaries of the Scott Islands PMA. This approach would not alter current fishing activity for the three forage species outside of the boundaries; fishing for these three species does not currently occur within the PMA boundaries. The degree to which future fishing activities could be impacted by the proposed regulations would depend on whether they are, based on best available science, deemed to pose a risk to the conservation objectives of the PMA.
The proposed regulations would assist in achieving the Scott Islands PMA's conservation objectives over the long term by ensuring a more permanent fisheries management regulatory tool is available to restrict or prohibit fishing and ensure the PMA's biodiversity is protected. This proposed approach to fisheries management would also help focus management, including monitoring and enforcement within the PMA.

Trois-Rivières Port Authority — Supplementary letters patent
BY THE MINISTER OF TRANSPORT
WHEREAS letters patent were issued by the Minister of Transport ("Minister") for the Trois-Rivières Port Authority ("Authority"), under the authority of the Canada Marine Act ("Act"), effective May 1, 1999;
WHEREAS Schedule C of the letters patent sets out the immovables, other than federal immovables, held or occupied by the Authority;
WHEREAS, pursuant to subsection 46(2.1) of the Act, the Authority wishes to acquire the immovable known and designated as being lot 3 066 758 of the cadastre of Quebec;
WHEREAS the board of directors of the Authority has requested that the Minister issue supplementary letters patent to set out the said immovable in Schedule C of the letters patent;
WHEREAS the Minister is satisfied that the amendment to the letters patent is consistent with the Act;
NOW THEREFORE, pursuant to subsection 9(1) of the Act, the letters patent are amended as follows:

The intent of this notice is to announce the release of the document entitled Spectrum Outlook 2018-2022, which sets out decisions made by Innovation, Science and Economic Development Canada (ISED) with respect to its overall approach and planning activities related to the release of spectrum for commercial mobile services, licence-exempt applications, satellite services and wireless backhaul services over the years 2018 to 2022.
This document is the result of the consultation process initiated through Notice No. SLPB-006-17, Consultation on the Spectrum Outlook 2018 to 2022.

The intent of this notice is to announce a public consultation through Innovation, Science and Economic Development Canada's (ISED) document entitled SLPB-004-18, Consultation on Revisions to the 3500 MHz Band to Accommodate Flexible Use and Preliminary Consultation on Changes to the 3800 MHz Band. Through the release of this document, ISED is hereby initiating a consultation on revisions to the 3450–3650 MHz band (also known as the 3500 MHz band) to accommodate flexible use for fixed and mobile services. ISED is also seeking preliminary comments on the potential changes to the 3400–3450 MHz band and the 3650–4200 MHz band (referred to as the 3800 MHz band).
Submitting comments
To ensure consideration, parties should submit their comments no later than July 12, 2018. Respondents are asked to provide their comments in electronic format (Microsoft Word or searchable Adobe PDF) by email. Soon after the close of the comment period, all comments will be posted on ISED's Spectrum Management and Telecommunications website. ISED will review and consider all comments in order to arrive at its decisions regarding the above-mentioned proposals.

The intent of this notice is to announce an addendum to SLPB-001-17, Consultation on Releasing Millimetre Wave Spectrum to Support 5G (the mmWave Consultation), published in June 2017. Through the release of SLPB-005-18, Addendum to the Consultation on Releasing Millimetre Wave Spectrum to Support 5G, Innovation, Science and Economic Development Canada (ISED) is hereby initiating a consultation on releasing millimetre wave (mmWave) spectrum in the 26.5–27.5 GHz frequency band (26 GHz band), in addition to the bands identified in the initial mmWave Consultation, to support the deployment of advanced communication systems, such as 5th generation (5G) wireless networks and systems.

The Government of Canada has updated its federal regulatory policy framework with the publication of the new Cabinet Directive on Regulation. The Cabinet Directive on Regulation replaces the previous Cabinet Directive on Regulatory Management and will take effect in September 2018. The updated Cabinet Directive was developed in consultation with Canadians and reflects the Government of Canada's priorities to
- give emphasis to the regulatory life cycle approach: development, management and review;
- incorporate regulatory cooperation and stakeholder engagement throughout the regulatory life cycle;
- strengthen other analytical requirements: consultations with Indigenous peoples, environmental impacts and Gender-Based Analysis Plus (GBA+); and
- require that regulations be assessed periodically for effectiveness and relevance.
