SPECIAL IMPORT MEASURES ACT
Certain nitisinone capsules — Decision
On September 21, 2018, pursuant to subsection 31(1) of the Special Import Measures Act (SIMA), the Canada Border Services Agency (CBSA) initiated an investigation into the alleged injurious dumping of certain nitisinone capsules from Sweden.
The subject goods are usually imported under the following tariff classification numbers:
- 3004.90.00.79
- 3004.90.00.90
- 3003.90.00.90
The Canadian International Trade Tribunal (CITT) will conduct a preliminary inquiry into the question of injury to the Canadian industry. The CITT will make a decision within 60 days of the date of initiation. If the CITT concludes that the evidence does not disclose a reasonable indication of injury, the investigation will be terminated.

To be given consideration in the investigation, this information should be received by January 28, 2019.

COMMENCEMENT OF PRELIMINARY INJURY INQUIRY
Nitisinone capsules
The Canadian International Trade Tribunal hereby gives notice that, pursuant to subsection 34(2) of the Special Import Measures Act (SIMA), it has initiated a preliminary injury inquiry (Preliminary Injury Inquiry No. PI-2018-006) to determine whether the evidence discloses a reasonable indication that the dumping of capsules and tablets of nitisinone with a dosage of 2 mg, 5 mg, 10 mg and 20 mg, whether or not they are packaged for retail, originating in or exported from the Kingdom of Sweden, has caused injury or retardation or is threatening to cause injury, as these words are defined in SIMA.
The Tribunal's preliminary injury inquiry will be conducted by way of written submissions. Each person or government wishing to participate in the preliminary injury inquiry must file a notice of participation with the Tribunal on or before October 4, 2018. Each counsel who intends to represent a party in the preliminary injury inquiry must file a notice of representation, as well as a declaration and undertaking, with the Tribunal on or before October 4, 2018.
On October 9, 2018, the Tribunal will issue a list of participants. Counsel and parties are required to serve their respective submissions on each other on the dates outlined below. Public submissions are to be served on counsel and those parties who are not represented by counsel. Confidential submissions are to be served only on counsel who have access to the confidential record, and who have filed an undertaking with the Tribunal. This information will be included in the list of participants. One complete digital version of all submissions must be served on the Tribunal.
Submissions by parties opposed to the complaint must be filed not later than noon on October 19, 2018. The complainants may make submissions in response to the submissions of parties opposed to the complaint not later than noon on October 26, 2018. At that time, other parties in support of the complaint may also make submissions to the Tribunal.
In accordance with section 46 of the Canadian International Trade Tribunal Act, a person who provides information to the Tribunal and who wishes some or all of the information to be kept confidential must, among other things, submit a non-confidential edited version or summary of the information designated as confidential, or a statement indicating why such a summary cannot be made.

Notice is hereby given that, on September 24, 2018, pursuant to subsection 37.1(1) of the Special Import Measures Act, the Canadian International Trade Tribunal determined that there is evidence that discloses a reasonable indication that the dumping of corrosion-resistant flat-rolled steel sheet products of carbon steel, originating in or exported from the People's Republic of China, Chinese Taipei, the Republic of India and the Republic of Korea, has caused or is threatening to cause injury to the domestic industry (Preliminary Injury Inquiry No. PI-2018-005).

The Canadian International Trade Tribunal has received a complaint (File No. PR-2018-029) from Turbo Expert Québec inc. (Turbo Expert), of Québec, Quebec, concerning a procurement (Solicitation No. W8482-168399/A) by the Department of Public Works and Government Services (PWGSC) on behalf of the Department of National Defence. The solicitation is for repair and overhaul services for turbochargers fitted on the Halifax-class frigate propulsion diesel engines. Pursuant to subsection 30.13(2) of the Canadian International Trade Tribunal Act and subsection 7(2) of the Canadian International Trade Tribunal Procurement Inquiry Regulations, notice is hereby given that the Tribunal made a decision on September 26, 2018, to conduct an inquiry into the complaint.
Turbo Expert alleges that PWGSC should have awarded it the contract after determining that the other bids, including the one submitted by the winning bidder, were non-compliant with the mandatory requirements, instead of terminating the initial contract and issuing a new solicitation for the requirement.

NS Power Energy Marketing Inc.
By an application dated October 5, 2018, NS Power Energy Marketing Inc. (the "Applicant") has applied to the National Energy Board (the "Board"), under Division II of Part VI of the National Energy Board Act (the "Act"), for authorization to export up to 1 200 000 MWh of combined firm and interruptible energy annually for a period of 10 years.
The Board wishes to obtain the views of interested parties on this application before issuing a permit or recommending to the Governor in Council that the application be designated for a licensing procedure. The directions on procedure that follow explain in detail the procedure that will be used.
