Notice is hereby given that, after completing its inquiry, the Canadian International Trade Tribunal made a determination (Files No. PR-2018-014 and No. PR-2018-024) on November 23, 2018, with respect to complaints filed by KPMG LLP (KPMG), of Ottawa, Ontario, pursuant to subsection 30.11(1) of the Canadian International Trade Tribunal Act, R.S.C., 1985, c. 47 (4th Supp.), concerning a procurement (Solicitation No. G9292-189325/A) by the Department of Public Works and Government Services on behalf of Employment and Social Development Canada. The solicitation was for transformation support services.

KPMG alleged that the procurement process was conducted improperly, including improper evaluation of bids, improper record-keeping and bid repair.

Having examined the evidence presented by the parties and considered the provisions of the Canadian Free Trade Agreement, the North American Free Trade Agreement, the Revised Agreement on Government Procurement and the Canada-European Union Comprehensive Economic and Trade Agreement, the Tribunal determined that the complaints were not valid.

The Canadian International Trade Tribunal has received a complaint (File No. PR-2018-042) from Kileel Developments Ltd. (Kileel Developments), of Fredericton, New Brunswick, concerning a procurement (Solicitation No. 81000624) by the Department of Public Works and Government Services on behalf of the Department of Employment and Social Development. The solicitation is for the leasing of office space. Pursuant to subsection 30.13(2) of the Canadian International Trade Tribunal Act and subsection 7(2) of the Canadian International Trade Tribunal Procurement Inquiry Regulations, notice is hereby given that the Tribunal made a decision on November 26, 2018, to conduct an inquiry into the complaint.

Kileel Developments alleges that the successful bidder submitted a non-compliant bid.

The Canadian International Trade Tribunal has received a complaint (File No. PR-2018-043) from Alion Science and Technology Corporation (Alion), of McLean, Virginia (United States), and Alion Science and Technology Canada Corporation (Alion Canada), of Kanata, Ontario (Canada), concerning a procurement (Solicitation No. CSC-001) by the Department of Public Works and Government Services (PWGSC), through Irving Shipbuilding Inc., on behalf of the Department of National Defence. The solicitation is for the design of the Canadian Surface Combatant (CSC) vessel and combat management system software support. Pursuant to subsection 30.13(2) of the Canadian International Trade Tribunal Act and subsection 7(2) of the Canadian International Trade Tribunal Procurement Inquiry Regulations, notice is hereby given that the Tribunal made a decision on November 26, 2018, to conduct an inquiry into the complaint.

Alion and Alion Canada allege that the "Preferred Bidder" identified by PWGSC and Irving Shipbuilding Inc. is incapable of bid compliance with certain mandatory requirements of the solicitation.

Notice is hereby given that, on November 28, 2018, the Canadian International Trade Tribunal continued its order (Expiry Review No. RR-2017-006) in respect of seamless carbon or alloy steel oil and gas well casing, whether plain end, beveled, threaded or threaded and coupled, heat-treated or non-heat-treated, meeting American Petroleum Institute specification 5CT, with an outside diameter not exceeding 11.75 inches (298.5 mm), in all grades, including proprietary grades, originating in or exported from the People's Republic of China.

Notice is hereby given that the first paragraph of the notice bearing the above-mentioned title, published in the Canada Gazette, Part I, Vol. 152, No. 46, Saturday, November 17, 2018, on page 4008, should have been written as follows:

By an application dated November 16, 2018, British Columbia Hydro and Power Authority (the "Applicant") has applied to the National Energy Board (the "Board") for two permits, under Division II of Part VI of the National Energy Board Act (the "Act"), for authorization to make carrier and adjustment transfer exports and storage and equichange transfer exports up to 3 150 MW/27 600 000 MWh of combined firm and interruptible power and energy annually for a period of 10 years at points located on the international boundary between British Columbia and the United States of America.
