Amendments
Ministerial Instructions Respecting the Atlantic Canada International Graduate Class
1 Paragraph 2(2)(b) of the Ministerial Instructions Respecting the Atlantic Canada International Graduate Class footnote 1 is replaced by the following:
- (b) they have, in the preceding 24 months, obtained, as a full-time student, a post-secondary Canadian educational credential that is from an eligible two-year program offered by an institution listed in the schedule to these Instructions;
Ministerial Instructions Respecting the Atlantic Canada Intermediate Skilled Worker Class
2 Section 2 of the Ministerial Instructions Respecting the Atlantic Canada Intermediate Skilled Worker Class footnote 2 is amended by adding the following after subsection (4):
Workers in the Health Care Sector
(5) A foreign national is deemed to meet the requirements set out in paragraph (2)(c) if they have
- (a) received an offer of employment listed under the unit group 3413 or 4412 described in the National Occupational Classification;
- (b) accumulated, in the preceding three years, at least one year of full-time work experience, or the equivalent in part-time work, listed under the unit group 3012 or 3233 described in the National Occupational Classification; and
- (c) during the period of employment referred to in paragraph (b), performed the actions and duties set out in subparagraphs (2)(c)(i) and (ii).
Transitional Provision
3 These Instructions apply in respect of applications for the Atlantic Canada international graduate class established by the Ministerial Instructions Respecting the Atlantic Canada International Graduate Class or for the Atlantic Canada intermediate skilled worker class established by the Ministerial Instructions Respecting the Atlantic Canada Intermediate Skilled Worker Class, as applicable, published in the Canada Gazette, Part I, on March 4, 2017 that are pending on the day on which these Instructions take effect.
Taking Effect
4 These Instructions take effect on the day on which they are published in the Canada Gazette, Part I.

Ministerial condition
(Paragraph 84(1)(a) of the Canadian Environmental Protection Act, 1999)
Whereas the Minister of the Environment and the Minister of Health (the ministers) have assessed information pertaining to the substance 2-Pyrrolidinone, 1-butyl-, Chemical Abstracts Service Registry No. 3470-98-2;
And whereas the ministers suspect that the substance is toxic or capable of becoming toxic within the meaning of section 64 of the Canadian Environmental Protection Act, 1999 (the Act),
The Minister of the Environment, pursuant to paragraph 84(1)(a) of the Act, hereby permits the manufacture or import of the substance in accordance with the conditions of the following annex.

ANNEX
Conditions
(Paragraph 84(1)(a) of the Canadian Environmental Protection Act, 1999)
1. The following definitions apply in these ministerial conditions:
- “coating” means a consumer product to which the Canada Consumer Product Safety Act applies, either in liquid or aerosol form, that is intended to be applied onto or impregnated into a substrate and that is water-based, alcohol-based, oil-based or solvent-based, and includes interior and exterior paint, wood stain, primer, varnish, and lacquer, whether tinted or untinted;
- “cosmetic” means a cosmetic as defined in section 2 of the Food and Drugs Act;
- “notifier” means the person who has, on September 25, 2018, provided to the Minister of the Environment the prescribed information concerning the substance, in accordance with subsection 81(1) of the Canadian Environmental Protection Act, 1999; and
- “substance” means 2-Pyrrolidinone, 1-butyl-, Chemical Abstracts Service Registry No. 3470-98-2.
2. The notifier may manufacture or import the substance in accordance with the present ministerial conditions.
Restrictions
3. The notifier shall not import the substance if it is present in
- (a) any cosmetic; or
- (b) any coating when the substance is in a concentration greater than 8% by weight.
4. The notifier shall not import or manufacture the substance to use it to manufacture the following:
- (a) any cosmetic; or
- (b) any coating when the substance is in a concentration greater than 8% by weight.
5. The notifier shall transfer the physical possession or control of the substance only to a person who will use it in accordance with item 4.
Record-keeping requirements
6. (1) The notifier shall maintain electronic or paper records, with any documentation supporting the validity of the information contained in these records, indicating
- (a) the specific use of the substance;
- (b) the quantity of the substance that the notifier manufactures, imports, purchases, distributes, sells and uses;
- (c) the name and address of each person to whom the notifier transfers the physical possession or control of the substance; and
- (d) the concentration by weight of the substance in the coating imported or manufactured with the substance.
(2) The notifier shall maintain the electronic or paper records mentioned in subsection (1) at their principal place of business in Canada, or at the principal place of business in Canada of their representative, for a period of at least five years after they are made.
Other requirements
7. The notifier shall inform any person to whom they transfer the physical possession or control of the substance, in writing, of the terms of the present ministerial conditions. The notifier shall obtain, prior to the first transfer of the substance, written confirmation from this person that they were informed of the terms of the present ministerial conditions. This written confirmation shall be maintained at the principal place of business in Canada of the notifier or of their representative in Canada for a period of at least five years from the day it was received.
Coming into force
8. The present ministerial conditions come into force on February 13, 2019.

In accordance with 2.3.6 of the First Nation of Nacho Nyak Dun Final Agreement (the “Final Agreement”), notice is hereby provided that the Government of Canada, the Government of Yukon and the First Nation of Nacho Nyak Dun consented to amend the Final Agreement to reflect a land exchange in accordance with 9.6.1 of the Final Agreement, whereby the Government of Yukon agreed to transfer to the First Nation of Nacho Nyak Dun the fee simple interest, including the Specified Substances in Lot 1114, Quad 105 M/12 on Plan 101300 CLSR, 2012-0209 LTO of Crown land, and in exchange the First Nation of Nacho Nyak Dun agreed to grant the Government of Yukon the fee simple interest, including the Specified Substances in Lot 1114, Quad 105 M/12 on Plan 101300 CLSR, 2012-0209 LTO of Settlement Land, as shown on the attached Appendix.

Notice requesting comments on a proposal to amend the Canadian Passport Order
Notice is hereby given that the Department is seeking written comments from all interested parties on a proposal to amend the Canadian Passport Order to introduce general authorities for the use of electronic means and tools in the Passport Program.
Background
The Canadian Passport Order (“the Order”) governs the issuance, refusal, cancellation and revocation of Canadian passports and the imposition of a period of refusal of passport services. The Order specifies application and eligibility requirements and identifies to whom passports may be issued.
The Government of Canada is committed to improving the client experience for Canadians applying for passports. It is also committed to establishing the necessary framework to support modernization efforts across the Passport Program, as committed to under the Passport Program Modernization Initiative.
The Passport Program Modernization Initiative is a multi-year, complex project focused on improving the Passport Program’s current issuance system. The new passport issuance platform will increase efficiency, strengthen integrity, and lay a solid foundation for the Program to introduce future business improvements.
In support of this commitment, the Department is proposing to amend the Order to support the modernization of the Passport Program by providing general authorities for the use of electronic means and tools, including automated decision making.
Automation will not replace decision makers. Automation is another tool to support officers in managing increasing passport application volumes.
Automated decision making in the passport context would only be used for routine, positive decisions or low-risk situations and would not replace the role of an officer in reviewing and deciding high-risk or complex cases such as first-time applications or children’s applications.
Comments
The public is invited to provide comments and input into the proposed amendments described above before the amendments to the Order are published in the Canada Gazette, Part II.
