Notice is hereby given that, after completing its inquiry, the Canadian International Trade Tribunal made a determination (File No. PR-2019-009) on August 7, 2019, with respect to a complaint filed by ROCK Networks Inc. (Rock Networks), of Ottawa, Ontario, pursuant to subsection 30.11(1) of the Canadian International Trade Tribunal Act, R.S.C., 1985, c. 47 (4th Supp.), concerning a procurement (Solicitation No. 10182239) by the Department of Canadian Heritage (Canadian Heritage). The solicitation was for the rental of two-way radio equipment and associated technical support services.
The Tribunal inquired into Rock Networks’ allegation that Canadian Heritage failed to evaluate the winning bidder’s financial proposal in accordance with the terms of the Request for Standing Offer.
Having examined the evidence presented by the parties and considered the provisions of the Canadian Free Trade Agreement and the North American Free Trade Agreement, the Tribunal determined that the complaint was not valid.

The Canadian International Trade Tribunal has received a complaint (File No. PR-2019-025) from Heiltsuk Horizon Maritime Services Ltd./Horizon Maritime Services Ltd. (Heiltsuk Horizon), of St. John’s, Newfoundland and Labrador, concerning a procurement (Solicitation No. F7017-160056/C) by the Department of Public Works and Government Services (PWGSC) on behalf of the Department of Fisheries and Oceans. The solicitation is for the provision of service from two emergency towing vessels on a time charter basis. Pursuant to subsection 30.13(2) of the Canadian International Trade Tribunal Act and subsection 7(2) of the Canadian International Trade Tribunal Procurement Inquiry Regulations, notice is hereby given that the Tribunal made a decision on August 6, 2019, to conduct an inquiry into the complaint.
Heiltsuk Horizon alleges that PWGSC erred in its re-evaluation of mandatory requirement No. 12, such re-evaluation having been conducted by PWGSC further to the Tribunal’s Determination and Recommendations in Inquiry No. PR-2018-023.
