CANADA ENERGY REGULATOR
APPLICATION TO EXPORT ELECTRICITY TO THE UNITED STATES

By an application dated November 19, 2019, Engelhart CTP (US) LLC (the “Applicant”) has applied to the Commission of the Canada Energy Regulator (the “Commission”), under Division 2 of Part 7 of the Canadian Energy Regulator Act (the “Act”), for authorization to export up to 2 628 000 MWh of combined firm and interruptible energy annually for a period of 10 years.
The Commission wishes to obtain the views of interested parties on this application before issuing a permit or recommending to the Governor in Council that the application be designated for a licensing procedure. The directions on procedure that follow explain in detail the procedure that will be used.
1. The Applicant shall deposit and keep on file, for public inspection during normal business hours, copies of the application at the offices of its counsel, Richard King, located at Osler, Hoskin & Harcourt LLP, 100 King Street West, 63rd Floor, Toronto, Ontario M5X 1B8; copies are also available from the Applicant’s Global Head of Compliance, OL-ECTP-Compliance@ectp.com (email), 203‑349‑7598 (telephone). The Applicant shall provide a copy of the application to any person who requests one. A copy of the application is available for viewing during normal business hours, by appointment, in the Canada Energy Regulator’s library, at 517 Tenth Avenue SW, 2nd Floor, Calgary, Alberta T2R 0A8. To make an appointment, please call 1‑800‑899‑1265. The application is also available on the Canada Energy Regulator website.
2. Submissions that any party wishes to present shall be filed with the Secretary of the Commission of the Canada Energy Regulator, 517 Tenth Avenue SW, Suite 210, Calgary, Alberta T2R 0A8, 403‑292‑5503 (fax), and served on the Applicant by January 6, 2020.
3. Pursuant to subsection 359(2) of the Act, the Commission is interested in the views of submitters with respect to
- (a) the effect of the exportation of the electricity on provinces other than that from which the electricity is to be exported; and
- (b) whether the Applicant has
- (i) informed those who have declared an interest in buying electricity for consumption in Canada of the quantities and classes of service available for sale, and
- (ii) given an opportunity to buy electricity on conditions as favourable as the conditions specified in the application to those who, within a reasonable time after being so informed, demonstrate an intention to buy electricity for consumption in Canada.
4. Any answer to submissions that the Applicant wishes to present in response to items 2 and 3 of this notice of application and directions on procedure shall be filed with the Secretary of the Commission and served on the party that filed the submission by January 21, 2020.

DETERMINATION
Sucker rods
Notice is hereby given that, on November 29, 2019, pursuant to subsection 37.1(1) of the Special Import Measures Act, the Canadian International Trade Tribunal determined (Preliminary Injury Inquiry No. PI-2019-001) that there is evidence that discloses a reasonable indication that the dumping of sucker rods, including pony rods, with or without couplings attached and with or without guides attached, manufactured to American Petroleum Institute (API) 11B specifications, equivalent standards or proprietary standards, including in a finished or semifinished state, made of solid steel, including carbon, alloy and special grades of steel, of 2.5 inches (63.5 mm) or less in diameter of rod body, with stated measurements subject to permissible tolerances, originating in or exported from the Argentine Republic, the Federative Republic of Brazil and the United Mexican States, has caused or is threatening to cause injury to the domestic industry.
