COMMENCEMENT OF INTERIM REVIEW (E-REGISTRY SERVICE PILOT PROJECT)

Welded large diameter carbon and alloy steel line pipe

The Canadian International Trade Tribunal hereby gives notice that, pursuant to subsection 76.01(1) of the Special Import Measures Act (SIMA), it has initiated an interim review (Interim Review No. RD-2020-003) of its finding made on October 20, 2016, in Inquiry No. NQ-2016-001, concerning the dumping of welded large diameter carbon and alloy steel line pipe with an outside diameter greater than 24 inches (609.6 mm), and less than or equal to 60 inches (1,524 mm), regardless of wall thickness, length, surface finish (coated or uncoated), end finish (plain end or beveled end), or stencilling and certification (including multiple-stenciled/multiple-certified line pipe for oil and gas transmission and other applications), originating in or exported from the People's Republic of China and Japan, and the subsidizing of the above-mentioned goods originating in or exported from the People's Republic of China, excluding the products appended to the notice of commencement of interim review. For greater certainty, the goods subject to the original inquiry included the following:

Each person or government wishing to participate in the interim review as a party must file a Form I — Notice of Participation with the Tribunal on or before February 25, 2021. Each counsel who intends to represent a party in the interim review must file a Form II — Notice of Representation, as well as a Form III — Declaration and Undertaking, with the Tribunal on or before February 25, 2021. The forms can be found on the Tribunal's website.

The list of participants will be distributed to counsel and parties no later than noon on March 3, 2021. On March 5, 2021, the Tribunal will distribute the public information to all parties that have filed notices of participation and the confidential information to counsel who have filed a declaration and undertaking with the Tribunal.

In accordance with paragraph 25(c) of the Canadian International Trade Tribunal Rules (Rules), the Tribunal will conduct the interim review by way of written submissions. Interested parties are invited to file written submissions with the Tribunal no later than noon on March 19, 2021. Each person or government that files a submission in response to the notice of commencement of interim review will be given an opportunity to respond in writing to the representations of other persons or governments. Persons or governments wishing to respond to the submissions must do so no later than noon on March 26, 2021.

Submissions should be based exclusively on public information. However, relevant confidential information may be filed, if necessary, along with a comprehensive public summary or public edited version of the confidential information. Confidential submissions will be made available to counsel who have filed the relevant declarations and undertakings.

In accordance with section 46 of the Canadian International Trade Tribunal Act, a person who provides information to the Tribunal and who wishes some or all of the information to be kept confidential must submit to the Tribunal, at the time the information is provided, a statement designating the information as confidential, together with an explanation as to why that information is designated as confidential. Furthermore, the person must submit a non-confidential edited version or non-confidential summary of the information designated as confidential, or a statement indicating why such a version or summary cannot be made.

Description of critical habitat of the Gray Ratsnake (Great Lakes/St. Lawrence population) in Thousand Islands National Park of Canada

The Gray Ratsnake (Pantherophis spiloides), Great Lakes/St. Lawrence population, is one of the largest snakes in Canada and is listed on Schedule 1 of the Species at Risk Act. In Canada, the Gray Ratsnake, Great Lakes/St. Lawrence population, is found in the Frontenac Axis region in southeastern Ontario and requires a broad range of habitat types, including forests, forest edges, old fields, meadows, rocky outcrops and marshes.

The Recovery Strategy for the Gray Ratsnake (Pantherophis spiloides), Carolinian and Great Lakes/St. Lawrence populations, in Canada identifies critical habitat for the Great Lakes/St. Lawrence population within Thousand Islands National Park of Canada.

Notice is hereby given, pursuant to subsection 58(2) of the Species at Risk Act, that 90 days after the date of publication of this notice, subsection 58(1) of the Act will apply to the critical habitat of the Gray Ratsnake, Great Lakes/St. Lawrence population, identified in the recovery strategy for that species that is included in the Species at Risk Public Registry, and that is located within Thousand Islands National Park of Canada, the boundaries of which are described in Schedule 1 to the Canada National Parks Act.
