Order Amending the Off Grades of Grain and Grades of Screenings Order

The Canadian Grain Commission, pursuant to section 19 (see footnote a) of the Canada Grain Act (see footnote b), makes the annexed Order Amending the Off Grades of Grain and Grades of Screenings Order.

ORDER AMENDING THE OFF GRADES OF GRAIN AND GRADES OF SCREENINGS ORDER

AMENDMENTS

1. Subparagraph 18(2)(c)(i) of the Off Grades of Grain and Grades of Screenings Order (see footnote 1) is replaced by the following:

2. Schedules II and III to the Order are replaced by the Schedules II and III set out in the schedule to this Order.

COMING INTO FORCE

Changes to the Off Grades of Grain and Grades of Screenings Order

Amendments to the Off Grades of Grain and Grades of Screenings Order are being made based on recommended changes by the Grain Standards Committees.

Amend Part II — No. 2 Mixed Feed Oats, subparagraph 18(2)(c)(i) from 5% heated kernels to 10% heated kernels

Rationale

This change updates the Order to reflect a previous recommendation made by the Grain Standards Committees with respect to the tolerance for heated kernels for No. 2 Mixed Feed Oats of 10%, which has been used consistently by the grain industry.

Replace Schedule II and Schedule III

The Canadian Grain Commission (CGC), as a part of its role in grain quality assurance, establishes percentages of moisture for grain grown in Canada. These percentages provide guidance to the grain industry when storing and conditioning grain, to ensure it maintains its quality given Canadian climatic and grain storage conditions.

There are several amendments required to Schedule II and Schedule III to update the Order and reflect recommended changes by the Grain Standards Committees.

The amendment adds Barley, Food; Barley, Hulless Food; and Barley, Hulless General Purpose to Schedules II and III. At the fall 2012 Western and Eastern Standards Committee meetings, both committees supported the adoption of the moisture specifications as outlined in the amended table. Members present were of the opinion that, because the Food Barley class was fairly new, the moisture specifications should conform to market signals.

The amendment also removes Solin, Canada Western, from the list of grains set out in Schedule II to the Off Grades of Grain and Grades of Screenings Order. At its November 2012 meeting, the Western Standards Committee (WSC) passed a unanimous motion to remove Solin as one of the 21 official grains. As a result, as of August 1, 2013, there will no longer be a grade schedule or quality standards for Solin, thereby eliminating the requirement to list it in the schedule.

Schedules II and III are also being amended to reflect previous recommended changes by the Grain Standards Committees as follows:
