His Excellency the Governor General in Council, on the recommendation of the Prime Minister, pursuant to section 263 of the Jobs and Growth Act, 2012, chapter 31 of the Statutes of Canada, 2012, fixes October 30, 2013 as the day on which Division 11 of Part 4 of that Act comes into force.
