Order Authorizing the Issuance of Seven Circulation Coins and Determining the Characteristics and Design

His Excellency the Governor General in Council, on the recommendation of the Minister of Finance, pursuant to sections 6.4 (see footnote a) and 6.5 (see footnote b) of the Royal Canadian Mint Act (see footnote c),
- (a) authorizes the issue of a five cent circulation coin, the characteristics of which are to be as specified in item 6.1 (see footnote d) of Part 2 of the schedule to that Act and the diameter of which is to be 21.2 mm, and determines the design of the coin to be as follows:
- (i) the obverse impression is to depict the effigy of Her Majesty Queen Elizabeth II by Susanna Blunt, with the initials “SB” on the bottom left-hand corner of the neckline, and the inscriptions “ELIZABETH II” and “D•G•REGINA˝ and the Canada 150 logo to the left, right and bottom of the effigy, respectively, and
- (ii) the reverse impression is to depict an Aboriginal style rendering of a beaver swimming, with the artist’s initials “GG” to the bottom right of the design, and the inscriptions “CANADA” and “1867-2017” at the top of the coin and “5 CENTS”at the bottom of the coin;
- (b) authorizes the issue of a ten cent circulation coin, the characteristics of which are to be as specified in item 5.1 (see footnote e) of Part 2 of the schedule to that Act and the diameter of which is to be 18.03 mm, and determines the design of the coin to be as follows:
- (i) the obverse impression is to depict the effigy of Her Majesty Queen Elizabeth II by Susanna Blunt, with the initials “SB” on the bottom left-hand corner of the neckline, and the inscriptions “ELIZABETH II” and “D•G•REGINA” and the Canada 150 logo to the left, right and bottom of the effigy, respectively, and
- (ii) the reverse impression is to depict a stylized rendering of a dove overlaid with a maple leaf, with the artist’s initials “AC” to the left of the design, and the inscriptions “CANADA” and “1867-2017” at the top of the coin and “10 CENTS”at the bottom of the coin;
- (c) authorizes the issue of two twenty-five cent circulation coins, the characteristics of which are to be as specified in item 4.1 (see footnote f) of Part 2 of the schedule to that Act and the diameter of which is to be 23.88 mm, and determines the design of the coins to be as follows:
- (i) a twenty-five cent coin,
- (A) the obverse impression of which is to depict the effigy of Her Majesty Queen Elizabeth II by Susanna Blunt, with the initials “SB” on the bottom left-hand corner of the neckline, and the inscriptions “ELIZABETH II” and “D•G•REGINA” and the Canada 150 logo to the left, right and bottom of the effigy, respectively, and
- (B) the reverse impression of which is to depict a stylized rendering of a pair of hands encompassing a plant, a bird, a turtle and a beaver, with the artist’s initials “JW” to the right of the design, and the inscriptions “CANADA” and “25 CENTS” at the top of the coin and “1867-2017” at the bottom of the coin, and
- (ii) a twenty-five cent coin,
- (A) the obverse impression of which is to depict the effigy of Her Majesty Queen Elizabeth II by Susanna Blunt, with the initials “SB” on the bottom left-hand corner of the neckline, and the inscriptions “ELIZABETH II” and “D•G•REGINA” and the Canada 150 logo to the left, right and bottom of the effigy, respectively, and
- (B) the reverse impression of which is to depict a stylized rendering of a pair of hands encompassing a plant, a blue- and brown-coloured bird, a blue-, green- and beige-coloured turtle and a blue- and brown-coloured beaver, with the artist’s initials “JW” to the right of the design, and the inscriptions “CANADA” and “25 CENTS” at the top of the coin and “1867-2017” at the bottom of the coin;
- (i) a twenty-five cent coin,
- (d) authorizes the issue of a one dollar circulation coin, the characteristics of which are to be as specified in item 2.2 (see footnote g) of Part 2 of the schedule to that Act and the diameter of which is to be 26.5 mm, and determines the design of the coin to be as follows:
- (i) the obverse impression is to depict the effigy of Her Majesty Queen Elizabeth II by Susanna Blunt, with the initials “SB” on the bottom left-hand corner of the neckline, and the inscriptions “ELIZABETH II” and “D•G•REGINA˝ and the Canada 150 logo to the left, right and bottom of the effigy, respectively, and
- (ii) the reverse impression is to depict an image of the Lions Gate bridge with the Rocky Mountains in the background, a grain elevator, a steam locomotive, a diesel locomotive, a Newfoundland dory, the CN Tower, the Château Frontenac and a lighthouse with a lasermark maple leaf within a circle above the design, the artist’s initials “WK” to the bottom right of the design and the inscriptions “CANADA” and “1867-2017” at the top of the coin and “DOLLAR” at the bottom of the coin; and
- (e) authorizes the issue of two two dollar circulation coins, the characteristics of which are to be as specified in item 1.1 (see footnote h) of Part 2 of the schedule to that Act and the diameter of which is to be 28 mm, and determines the design of the coins to be as follows:
- (i) a two dollar coin,
- (A) the obverse impression of which is to depict, on the inner core of the coin, the effigy of Her Majesty Queen Elizabeth II by Susanna Blunt, with the initials “SB” on the bottom left-hand corner of the neckline, and, on the outer ring, the inscriptions “ELIZABETH II” and “D•G•REGINA” and the Canada 150 logo to the left, right and bottom of the effigy, respectively, and
- (B) the reverse impression of which is to depict, on the inner core of the coin, an image of two paddlers in a canoe admiring the northern lights, with the artist’s initials “TH” to the bottom right of the design, and, on the outer ring, two virtual images of a maple leaf between two lines at the top of the coin, flanked by the inscriptions “1867” to the left and “2017” to the right, the inscriptions “CANADA” to the left of the coin and “DOLLARS” to the right of the coin, two lasermark maple leaves, each within a circle, at the bottom of the coin with the number “2” between the two circles, and the inscriptions “CANADA” and “2 DOLLARS” with a maple leaf before and after the word “CANADA” on the edge of the coin, and
- (ii) a two dollar coin,
- (A) the obverse impression of which is to depict, on the inner core of the coin, the effigy of Her Majesty Queen Elizabeth II by Susanna Blunt, with the initials “SB” on the bottom left-hand corner of the neckline, and, on the outer ring, the inscriptions “ELIZABETH II” and “D•G•REGINA” and the Canada 150 logo to the left, right and bottom of the effigy, respectively, and
- (B) the reverse impression of which is to depict, on the inner core of the coin, an image of two paddlers in a canoe admiring the multi-coloured northern lights, with the artist’s initials “TH” to the bottom right of the design, and, on the outer ring, two virtual images of a maple leaf between two lines at the top of the coin, flanked by the inscriptions “1867” to the left and “2017” to the right, the inscriptions “CANADA” to the left of the coin and “DOLLARS“ to the right of the coin, two lasermark maple leaves, each within a circle, at the bottom of the coin with the number “2” between the two circles, and the inscriptions “CANADA” and “2 DOLLARS” with a maple leaf before and after the word “CANADA” on the edge of the coin.

REGULATORY IMPACT ANALYSIS STATEMENT

Issues
The Royal Canadian Mint (RCM) wishes to produce seven commemorative circulation coins as part of a series entitled My Canada, My Inspiration in celebration of the 150th Anniversary of Confederation. Pursuant to sections 6.4 and 6.5 of the Royal Canadian Mint Act, the Governor in Council may, by order, authorize the issue of circulation coins of a denomination listed in Part 2 of the schedule of that Act and determine the design of any circulation coin to be issued.
Background
The RCM produces commemorative circulation coins as a means to assist in the promotion of Canada, Canadian values, culture and history to Canadians. These special coins raise awareness of celebrations and anniversaries of importance to Canadians and create engagement with the Canadian public.
Objectives
The RCM wishes to produce seven circulation coins in celebration of the 150th Anniversary of Confederation. The 25¢ and $2 circulation coins will be produced in coloured and non-coloured versions.
As part of a nationwide public coin design contest, Canadians were asked to submit and vote for coin designs for the following five categories:
- Our Passions (5¢): Celebrating the power of Canadian culture.
- Our Character (10¢): Honouring the shared values that bring Canadians together.
- Our Future (25¢): Expressing young Canadians’ hopes and wishes for the future.
- Our Achievements ($1): Commemorating landmark achievements that have made our country what it is today.
- Our Wonders ($2): Capturing Canada’s abundant beauty.
These coins will serve as tangible keepsakes of the 150th Anniversary of Confederation.
Description
This Order authorizes the RCM to produce seven commemorative circulation coins featuring designs as follows:
- 5¢: a beaver expressed in contemporary Aboriginal style.
- 10¢: a dove overlaid by a maple leaf.
- 25¢ (coloured and non-coloured versions): a pair of hands that bring life to a plant surrounded by three animals: a turtle, a bird and a beaver.
- $1: a bridge with mountains in the background, various landmarks representing Canadian regions, and a pair of locomotives.
- $2 (coloured and non-coloured versions): paddlers in a canoe admiring the northern lights.
“One-for-One” Rule
This Order does not impose new administrative costs on business. Therefore, the “One-for-One” Rule does not apply.
Small business lens
This Order does not impose new administrative or compliance costs on small business. Therefore, the small business lens does not apply.
Rationale
The 150th Anniversary of Confederation has been identified as a key nation-building milestone by the Interdepartmental Commemorations Committee (ICC) — chaired by the Department of Canadian Heritage — which manages the Government of Canada’s commemorative priorities. Under the ICC’s purview, this anniversary has been identified as a priority commemoration by the Government of Canada.
Because these coins are available at face value and circulate widely, public demand is high with many coins being collected and taken out of circulation. Commemorative circulation coin programs contribute to the overall success of the event being commemorated.
Coins will be distributed through financial institutions with a portion reserved for RCM-hosted coin exchanges.
