His Excellency the Governor General in Council, on the recommendation of the Minister of Indian Affairs and Northern Development, pursuant to subsection 4(3) of the Arctic Waters Pollution Prevention Act (see footnote a), makes the annexed Regulations Repealing Certain Regulations Made Under the Arctic Waters Pollution Prevention Act (Miscellaneous Program).
Regulations Repealing Certain Regulations Made Under the Arctic Waters Pollution Prevention Act (Miscellaneous Program)
Repeals
1 The following Regulations are repealed:
- (a) the Arctic Waters Experimental Pollution Regulations, 1978 (see footnote 1);
- (b) the Arctic Waters Experimental Pollution Regulations, 1979 (see footnote 2);
- (c) the Arctic Waters Experimental Pollution Regulations, 1982 (see footnote 3); and
- (d) the Arctic Waters Experimental Pollution Regulations, 1982 (Dome Petroleum) (see footnote 4).
Coming into Force
2 These Regulations come into force on the day on which they are registered.

Issues
The following regulations have no applicability and must be repealed:
- Arctic Waters Experimental Pollution Regulations, 1978 (SOR/78-417)
The Regulations required that the work conducted by Norcor Engineering and Research Limited respecting the deposit of oil in Arctic waters for experimental purposes be completed by September 30, 1984. - Arctic Waters Experimental Pollution Regulations, 1979 (SOR/80-9)
The Regulations required that the work conducted by Dome Petroleum Limited and/or Canadian Marine Drilling Limited respecting the deposit of oil in Arctic waters for experimental purposes be completed by July 31, 1980. - Arctic Waters Experimental Pollution Regulations, 1982 (SOR/82-276)
The Regulations required that the work conducted by Dome Petroleum Limited respecting the deposit of oil in Arctic waters for experimental purposes be completed by July 31, 1982. - Arctic Waters Experimental Pollution Regulations, 1982 (Dome Petroleum) [SOR/82-832]
The Regulations required that the work conducted by Dome Petroleum Limited respecting the deposit of oil in Arctic waters for experimental purposes be completed by October 31, 1982.
Objectives
The objective is to repeal spent regulations which have no current application.
Description
The aforementioned regulations are repealed in their entirety.
“One-for-One” Rule
The “One-for-One” Rule does apply to this proposal, as there are four regulatory titles that are being repealed. However, there is no change in administrative costs or burden to business, as the repealed regulations are spent.
Small business lens
The small business lens does not apply to this proposal, as there are no costs to small business.
Rationale
The repeals are intended to improve the regulatory base by minimizing potential confusion and by providing administrative clarity. The repeals do not impose any costs on the Government or stakeholders.
